The DLC was chartered in 1974 by the 7 shore line towns. Our mission is to provide leadership, guidance, and resources to preserve and restore Deal Lake and its tributaries as a healthy and stable ecosystem. In addition, control lake levels during heavy storms to the best of our ability with limited ocean tide controls.

    Deal Lake, its tributaries and watershed are regulated by Federal and State agencies. Check before you dig.

    Strict compliance with the NJDEP regulations apply to any land 50 feet adjacent to the Deal Lake shoreline as well as any land 50 feet adjacent to any stream that drains into Deal Lake.

    Property owners should contact the NJDEP before beginning any maintenance or any construction along the lake's shoreline.

    There can be consequences, including fines and time delays for proceeding with work, prior to securing the appropriate NJDEP permit(s).

    MINUTES – REGULAR MEETING

    March 17, 2022

     

    Due to COVID-19 the Regular Meeting of the Deal Lake Commission was held via teleconference using the Zoom Meeting Platform.  The Commission Chairman called the meeting to order at 7:00 PM.  After the Salute to the Flag, the Commission Clerk announced that the notice requirements of the Open Public Meetings Act C.231, P.L. 1975, were met by transmitting the notice to the Commission’s official newspaper on February 2, 2022, posting where required and filing a copy of the notice with the Commission Clerk.  The Deal Lake Commission meeting will be audio and video taped and will be shown on APTV, Optimum 77 and throughout Monmouth County on FIOS 30.

    OLD BUSINESS

     

    1. 319(H) Grant – Peter Avakian, Commission Engineer, reported that the plans are done for the rain garden and they are working on the specs. Once completed he will forward them to the Commission’s other experts for their review.  He is still working on the locations for the tree boxes.

     

    Don Brockel, Commission Chairman, said our request to get a check to pay for the MTD’s has been approved by the State.  Once it’s received we will issue a check to the Contractor.

     

    1. 319 Grant Phase I with NJIT – No Update.

     

    1. Nobility Crest – Hunt Parry, Commission Attorney, has spoken to the Attorney for Amboy Bank the owners of Nobility Crest, who said that he has sent the information we received from Ocean Township over to the representative from Amboy Bank and we are still waiting to hear back.

     

    1. Shoreline Protection/Education – Don Brockel, DLC Chairman, said he heard from Ocean Township that the State did file a violation notice against the homeowner in Ocean Township. No other information at this time. Not sure of the remediation or the fine.

     

    Dr. Stephen Souza, Commission Environmental Consultant, said the fine varies from project to project.

     

    1. Goose/Carp Remediation – Mr. Brockel said we are not ready to get the permit for the carp remediation.

     

    Dr. Souza explained that we have to wait until after spawning season.  There is no rush.

     

    Mr. Brockel said Messina will be starting to apply the material that we authorized last year for goose remediation in Allenhurst, Asbury Park and Ocean Township, within the next two weeks.  USDA will be starting their checks of the shoreline in the next few weeks.

    Jeannie Toher, City of Asbury Park Commissioner, said with regard to Shoreline Protection that she, Dr. Souza and Mr. Brockel need to get together to discuss having a meeting with NJDEP.  For the goose situation, she would like to ask the Commissioners to go their respective Towns and ask them to distribute the letters we did last year which give the USDA permission to go on the homeowners property.

     

    1. Ship & Sniff Program with Clean Ocean Action – Mr. Brockel said there is no update but there are some hot spots that need to be tested during the summer. Once identified we will meet with the proper officials to discuss.

     

    1. Restoration of 4 lakes/ponds west of Wickapecko and Seaview Mall – No Update.

     

    1. Water Testing: Monmouth University – Ms. Toher reminded everyone that next month Dr. Adolf and Erin Conlon will be here to discuss the results of their water testing and where do we go from here. The Workshop will be at 6:15PM prior to the regular Deal Lake Commission Meeting.

     

    1. 2022 Weed Treat Program – Mr. Brockel said the bids have gone out and we will award at the next meeting.

     

    1. New 319 Grant Submission – Mr. Brockel thanked everyone for their hard work in getting the grant submitted on time. We had a tremendous amount of support.

     

    Dr. Souza said if we receive this grant, it will allow us to continue with our grant projects that we have going now such stormwater treatment devices, floating wetland islands, etc.

     

    1. Mr. Brockel reminded everyone that Spring Clean-Up will be April 2, 2022.

     

    NEW BUSINESS

     

    1. Tree Destruction at the Asbury Park Circle – Mr. Brockel reported that almost every tree has been taken down on the Asbury Park Circle. He would like to see a letter sent to the DOT stating our concerns.

     

    1. Carolyn Roarty, Borough of Interlaken Commissioner, wanted to discuss the JCP&L project to extend electrical wires, poles and large ballists. There have been presentations made to a few communities but no printed material was received.  She has not been able to get any of the printed material related to the project to see how it will affect each of our municipalities and if it will affect the lake.

     

    Mr. Brockel said the County will be hosting a virtual meeting on April 29th to discuss the Corlies Avenue bridge project.  He feels that would be a good time to ask about the JCP&L project.

    1. Mr. Brockel reported he received an e-mail regarding over 10 Million Dollars allocated in HAB Grants that will be available to lakes.

     

    Dr. Souza said we have to find out what they are willing to fund and after that we can develop a proposal that speaks to what they are willing to fund.

     

    Dr. Jack Szecpanski discussed some of the projects that may become available and that could work for the Commission.

     

    Mr. Brockel wanted to discuss to comments that were sent to the DLC website:

    • Floating masses of black muck that floats up

     

    Dr. Souza gave a brief explanation and said it is something that occurs naturally every year and is not a cause of concern.

     

    • Questions and concerns on the depth of the lake and would like to see a baseline sediment measurement done

     

    Mr. Brockel said there is another NLMS Poster Contest going on now.

     

    Mr. Brockel said the viewing cameras from the flume should be available soon.

     

    Dr. Souza announced that there are now ANJEC Grants available for Environmental Commissions only.

     

    COMMISSIONER’S LAST WORD

     

    Margot Fernicola, Village of Loch Arbour:

    • Clean Ocean Action Beach Sweep April 9th
    • The Village is talking about starting a Shade Tree Commission
    • Looking forward to putting the DLC brochures in Town Hall
    • Gearing up to educating the summer residents about the what they do at their property and how it affects the lake.

     

    Carolyn Roarty, Interlaken Commissioner:

    • Will continue to follow-up on the JCP&L project
    • Reminded everyone of the Deal Lake Spring Clean-Up April 2nd.
    • Suggested purchasing plastic holders for the brochures that were recently published.

     

    Jeannie Toher, Asbury Park Commissioner:

    • Would also like to see plastic holders for the brochures.
    • Getting great feedback on the brochures and would like to see other brochures developed

    PUBLIC HEARING

     

    UPON MOTION of Interlaken, seconded by Loch Arbour, moved that the meeting be opened to the public.

     

    Pat Hartman, wanted to applaud all of the work that the DLC does.

     

    Bob Jarozewski, announced that the osprey’s are back.  There is a volunteer group looking to build osprey nests and would like to know who they should contact.

     

    Mr. Brockel said they should speak to their respective towns and gave him some suggestions of who to contact and where they should be placed.

     

    Ernest Magnoli, Florida, wanted to voice his concerns on numerous issues.

     

                There being no further comments and UPON MOTION of Ocean, seconded by Loch Arbour, carried that the public hearing be closed.  There being no further business and UPON MOTION of Interlaken, seconded by Loch Arbour, carried that the meeting be finally adjourned at 7:52 PM.
