The DLC was chartered in 1974 by the 7 shore line towns. Our mission is to provide leadership, guidance, and resources to preserve and restore Deal Lake and its tributaries as a healthy and stable ecosystem. In addition, control lake levels during heavy storms to the best of our ability with limited ocean tide controls.

    Deal Lake, its tributaries and watershed are regulated by Federal and State agencies. Check before you dig.

    Strict compliance with the NJDEP regulations apply to any land 50 feet adjacent to the Deal Lake shoreline as well as any land 50 feet adjacent to any stream that drains into Deal Lake.

    Property owners should contact the NJDEP before beginning any maintenance or any construction along the lake's shoreline.

    There can be consequences, including fines and time delays for proceeding with work, prior to securing the appropriate NJDEP permit(s).

    MINUTES – REGULAR MEETING

    October 20, 2022

     

    Due to COVID-19 the Regular Meeting of the Deal Lake Commission was held via teleconference using the Zoom Meeting Platform.  The Commission Chairman called the meeting to order at 7:00 PM.  After the Salute to the Flag, the Commission Clerk announced that the notice requirements of the Open Public Meetings Act C.231, P.L. 1975, were met by transmitting the notice to the Commission’s official newspaper on February 2, 2022, posting where required and filing a copy of the notice with the Commission Clerk.  The Deal Lake Commission meeting will be audio and video taped and will be shown on APTV, Optimum 77 and throughout Monmouth County on FIOS 28.

    OLD BUSINESS

     

    1. 319(H) Grant Update – Peter Avakian, Commission Engineer, explained where the rain gardens in Ocean Grove will be located. The property where the rain gardens will be located is owned by the Camp Meeting Association. They have requested two things from us.  One is a stormwater management operations manual and the second is to prepare an agreement between the Deal Lake Commission, Wesley Lake Commission and the Camp Meeting Association for the biannual maintenance of the facilities at the time of our clean-ups in March and October.  We are waiting for the Contractor to submit the signed contracts, performance bonds and certificate of insurance, along with the timeline for when the work will begin.

     

    Chris Mikolajczyk, Environmental Consultant for the 319 Grant, said we are still waiting to get the ok from the DEP for the no-cost time extension.

     

    Dr. Souza, Environmental Consultant for the DLC, wanted to remind the DLC that we have applied for another grant that would give us additional funding for MTD’s and tree boxes.

     

    Mr. Avakian hopes to have the locations for the tree boxes at our next meeting.

     

    1. 319 Grant Phase I with NJIT – Mr. Brockel said there are no updates. We are waiting for the results of their testing.

     

    1. Nobility Crest – Mr. Brockel said there is no update.

     

    1. Shoreline Protection/Education – Mr. Brockel reported that the Commissioner from Asbury Park Jeannie Toher, Dr. Souza and himself had a very productive meeting with the DEP.

     

    Ms. Toher gave brief report on the meeting with Tammy Miller, DEP Enforcement Officer.

     

    Dr. Souza said she agrees with and supports the fact that a lot of the problems fall through the cracks with the building departments.  We need to make them aware of and maybe put something on the building applications about the 50 foot buffer when building anything by the lake.

     

    More discussion on the meeting with the DEP Enforcement Officer.

     

    1. Goose/Carp Remediation – Mr. Brockel said he is meeting with representatives from the Deal Lake Watershed Alliance next week to work out a plan for the carp netting.

    MINUTES – REGULAR MEETING

    Mr. Brockel explained that the DLC will now be covering the cost of goose remediation for the DLC municipalities.  Each municipality will be billed a percentage based on their percentage on the lake.  We are trying it this year.  If it doesn’t work out we will not do it next year.  He gave the percentages for each town:  Allenhurst-$219.55; Asbury Park-$878.00, Deal-$140.00; Interlaken-$798.00, Loch Arbour-$299.35; Neptune-$79.82; Ocean-$1,577.00.

     

    Resolution #22-055 – Authorizing the Deal Lake Commission to enter into a Cooperative Agreement with USDA for Goose Remediation

     

                UPON MOTION of Ocean, seconded by Asbury Park, carried that the following Resolution, be and the same is hereby adopted:

     

    WHEREAS, there exists the need for a uniform goose management program along Deal Lake; and

     

    NOW, THEREFORE, BE IT RESOLVED by the Deal Lake Commission that it hereby authorizes an Agreement between the Deal Lake Commission and the USDA to manage the goose addling along Deal Lake for the 2023 season at a cost not to exceed $3,991.00; and

     

    BE IT FURTHER RESOLVED that each municipality will be billed separately for the goose remediation service.

    Mr. Brockel gave a brief report on the goose stopping treatments at various locations on the lake.  While it isn’t 100 percent, it appears to be working at some of our problem locations such as Colonial Terrace.

    1. Ship & Sniff Program with Clean Ocean Action – Mr. Brockel reported that we will have the results of their testing at our next meeting.

     

    1. Restoration of 4 lakes/ponds west of Wickapecko and Seaview Mall – Mr. Brockel said the testing is done on two of the lakes.

     

    Mr. Avakian said Ocean Township will be dredging Fireman’s Pond, a part of Colonial Terrace and a portion of a lake that is not part of the watershed in 2023.

    1. Water Testing: Monmouth University and Monmouth County – Ms. Toher said she could reach out to Dr. Adolf and have him come and do a a presentation in March with the results.

     

    Mr. Brockel suggested getting the information from Dr. Adolf and putting it on our website.

     

    1. New DEP Grant: Stormwater Management Grants (Seaview submission) – Mr. Brockel said it’s still in review.

     

    1. JCP&L Violation – Mr. Brockel spoke to DEP and the violation is going to another stage. DEP is still in the process of determining the degree of the violation.

     

    1. JCP&L Osprey Nest Removal – Mr. Brockel reported that the osprey’s have rebuilt two or three nests by the tower in Allenhurst that were removed by JCP&L.

     

    1. Monmouth County Sheriff’s Department Lake Patrols – Mr. Brockel said they are done for the year. It was very successful and he hopes they will return next year.

     

    1. Fall Lake Clean-Up – Mr. Brockel reminded everyone that it is November 12th from 9 am to Noon.

     

    1. Tree Ordinance – Ms. Toher again wanted to discuss the tree ordinance letter and hear what each Commissioner’s municipality felt about it. She said Asbury Park is very interested in preserving and protecting the trees.  Allenhurst hasn’t heard anything.  Loch Arbour is already working on a tree ordinance.  Interlaken already has a tree ordinance.

     

    1. Oxonia Bridge – Ms. Toher read from a prepared statement about the progress of the Oxonia Bridge project.

     

    NEW BUSINESS

     

    1. Resolution #22-056 – 2023 Deal Lake Commission Tentative Meeting Schedule

     

    UPON MOTION of Ocean, seconded by Asbury Park, carried that the following Resolution be and the same is hereby adopted:

     

    WHEREAS, the 2023 Deal Lake Commission Meeting will be held on the third Thursday of every month, with the exception of November and December; and

     

    NOW, THEREFORE, BE IT RESOLVED  by the Deal Lake Commission that the 2023 Deal Lake Commission Meeting Schedule will become final after the 2023 Re-Organization Meeting of the Deal Lake Commission.

    1. NJ Student Climate Challenge – Mr. Brockel said the Ocean Township Science Club has reached out and is interested in doing a tree planting project around the watershed as part of the challenge.

     

    3  Flume Information Sign and Tribute to Joe Pallato – Mr. Brocekl gave a brief explanation of the sign.

     

    Ms. Toher read from a prepared statement about a call she received from Mayor Moor expressing his appreciation to the DLC for recognizing Mr. Pallato and his contributions to the lake.

     

    Resolution #22-57 – Authorizing the Flume Information Sign and Tribute to Joe Pallato

     

                UPON MOTION Interlaken, seconded by Asbury Park, carried that the following Resolution be and the same is hereby adopted:

     

    NOW, THEREFORE, BE IT RESOLVED by the Deal Lake Commission that it hereby authorizes the payment for a Flume Informational and Tribute to Joe Pallato sign to be placed at the Flume payable to Yes Graphis in an amount not to exceed $3,150.00

    1. 2023 Deal Lake Commission Budget – The Commission Clerk had sent the 2023 Budget to the Commissioner’s. She asked the Commissioner’s to review the budget so they can vote on it’s adoption at the next meeting.

     

    1. Hurricane Ian – Mr. Brockel gave a brief report on the recent storm.

     

    1. Dr. Souza said he is teaching a lake restoration class at Rutger’s on November 2, 3, & 4.

    He will also be doing presentations at the NALMS Conference which is being held November 14 & 15 in Minneapolis.

    COMMISSIONER’S LAST WORD

     

    Carolyn Roarty, Borough of Interlaken Commissioner, wanted to remind any homeowner’s along the lake that while the lake is lowered for the clean-up it’s their opportunity to maintain their properties as it is not always accessible.

     

    Margot Fernicola, Village of Loch Arbour Commissioner – Clean Ocean Beach Sweep this weekend 9 – 12:30.  She spoke to the Deal Department of Public Works about what appeared to be an oil slick and she was told it’s not oil it’s what they call juice.  That’s from all the decomposition of all the garbage.  The head groundskeeper from Deal Golf & CC would like to come speak at one of our meetings during the winter about how sustainable the golf club is.

     

    Jeaanie Toher, City of Asbury Park Commissioner, the rain barrel workshop will be delayed until February.
