Our mission is to provide leadership, guidance, and resources to preserve and restore Deal Lake and its tributaries as a healthy and stable ecosystem. In addition, control lake levels during heavy storms to the best of our ability with limited ocean tide controls.

    Deal Lake, its tributaries and watershed are regulated by Federal and State agencies. Check before you dig.

    Strict compliance with the NJDEP regulations apply to any land 50 feet adjacent to the Deal Lake shoreline as well as any land 50 feet adjacent to any stream that drains into Deal Lake.

    Property owners should contact the NJDEP before beginning any maintenance or any construction along the lake's shoreline.

    There can be consequences, including fines and time delays for proceeding with work, prior to securing the appropriate NJDEP permit(s).

    APRIL 20, 2023

     

    Due to COVID-19 the Regular Meeting of the Deal Lake Commission was held via teleconference using the Zoom Meeting Platform.  The Commission Chairman called the meeting to order at 7:00 PM.  After the Salute to the Flag, the Commission Clerk announced that the notice requirements of the Open Public Meetings Act C.231, P.L. 1975, were met by transmitting the notice to the Commission’s official newspaper on February 2, 2022, posting where required and filing a copy of the notice with the Commission Clerk.  The Deal Lake Commission meeting will be audio and video taped and will be shown on APTV, Optimum 77 and throughout Monmouth County on FIOS 28.

    OLD BUSINESS

     

    1. 2107 – 319(H) Grant – Don Brockel, Commission Chairman, reported that the project began yesterday in Ocean Grove.

     

    Peter Avakian, Commission Engineer, said the Contractor has mobilized and marked out the locations of the rain gardens.

     

    1. Shoreline Protection/Education – Mr. Brockel voiced his frustration with DEP and their lack of enforcement once they are alerted to problems.

     

    Jeannie Toher, City of Asbury Park Commissioner, reported at the last meeting that she had not received a response from DEP requesting a meeting.  She will resend the letter.

     

    1. Goose/Carp Remediation – Mr. Brockel, said the program is working really well this year. Many nests have been destroyed.  A lot of letters have been signed by residents.  He is urging the

    public to report the nests.

     

     

     

    MINUTES – REGULAR MEETING

    APRIL 20, 2023

     

    The Asbury Park Fishing Club had a great turn out for their annual Carp Fishing Contest on April 15th.  He thanked Melanie Nowlin, Alternate Commissioner for Loch Arbour, who after the event, packed up 100 lbs. of the fish on ice and transported them to Raptor Trust in Millington, NJ to be fed to the birds there.  Melanie gave a brief explanation of her experience and the Raptor Trust.  She also said whatever fish they don’t use will be sent to a place down south for their use.

     

    1. Restoration of 4 lakes/ponds west of Wickapecko – No Update.

     

    1. Water Testing: Monmouth University – Mr. Brockel thanked Drs. Adolf and Souza for their presentation prior to tonight’s meeting.  Erin Conlon, who works with Dr. Adolf, said that CLONet needs one more volunteer.  Ms. Toher will post it on the DLC website.

     

    1. New DEP Stormwater Management Grant – Mr. Brockel we are working on tweaking our submission. Dr. Souza gave a brief explanation of the changes.  Once the changes are complete we will send it back to the State.  After that it could still be three or four months before we get an executed contract to proceed.  Mr. Brockel commented on the Coke Plant and the good job they are doing with stormwater management on the project.

     

    1. JCP&L Violation – No Update.

     

    1. 2023 Spring Clean-up – Mr. Brockel said over 50 people turned out for the clean-up at seven different locations. He wanted to point out that there were very few plastic bags this year.  It appears the plastic bag ban is working.

     

    Ms. Toher requested having DLC business cards made with our QR code placed on them.  All were in agreement.

     

    Resolution #23-033 – Authorizing Deal Lake Commission Business Cards

     

                UPON MOTION of Ocean, seconded by Interlaken, carried that the following Resolution be and the same is hereby adopted:

     

    NOW, THEREFORE, BE IT RESOLVED by the Deal Lake Commission that it hereby authorizes Jeannie Toher, City of Asbury Park Commissioner, to have business cards made for the Deal Lake Commission with the Commissions’ QR code placed on them in an amount not to exceed $150.00.

    1. Resolution #23-030 – Resolution to Appoint Auditor

     

                UPON MOTION of Allenhurst, seconded by Loch Arbour, carried that the following Resolution be and the same is hereby adopted:

     

    WHEREAS, there exists a need for an Auditor to serve and advise the Deal Lake Commission for the year 2023 and to conduct the 2022 Annual Audit; and

     

    WHEREAS, the funds for this purpose shall be provided in the 2023 Budget of the Deal Lake Commission and the Chief Financial Officer has so certified; and

     

    WHEREAS, this appointment is made without competitive bidding because the appointment involves a member of a recognized profession licensed and regulated by law, pursuant to N.J.S.A. 40A:11-5.

     

    NOW, THEREFORE, BE IT RESOLVED by the Deal Lake Commission that the Clerk and Chairman be and they are hereby authorized and directed to engage the services of Robert A. Hulsart and Company as Auditor for the Deal Lake Commission for the year 2023 at the rate of $2,000.00; and

     

    BE IT FURTHER RESOLVED that the Clerk be and she is authorized and directed to publish this Resolution in accordance with N.J.S.A. 40A:11-1.

    WHEREAS, these beneficial uses have been of vital importance to New Jersey’s history, growth and financial health; and

                UPON MOTION of Interlaken, seconded by Allenhurst, carried that the following Resolution, be and the same is hereby adopted:

     

    WHEREAS, the Deal Lake Commission wishes to address the problem of excessive weed growth at various locations of Deal Lake; and

     

    WHEREAS, the Deal Lake Commission authorized Requests for Proposals for the 2023 Herbicide Treatment at Select Areas of Deal Lake on March 16 2023; and

     

    WHEREAS, the Commission Clerk did duly advertise to receive Proposals for the 2023 Herbicide Treatment at Select Areas of Deal Lake in The Coaster on March 30, 2023; and

     

    WHEREAS, in connection herewith, three (3) Proposals were sent out:  Princeton Hydro, LLC; Lake Management Sciences and Solitude Lake Management; and

    BE IT FURTHER RESOLVED that the herbicide treatment shall begin mid-May or sooner depending on the weed growth in the areas to be treated and will be completed by October 31, 2023; and

    Mr. Brockel brought up the following:

     

    1. Kinglsey Avenue – In the past few months cars have been going into the lake over by Kingsley Avenue, he would like Ms. Toher to ask Asbury Park to put reflectors there to remind cars there is a lake in front of them.
    2. Received a call from a gentleman on the Bay Head Environmental Commission asking about our flume. They are trying to solve their flooding issues and are very interested in our flume and surge gate.
    3. Deal Lake Watershed Alliance Paddle – details will be on our website – May 13th – 9 am to 11 am meet at the boat ramp in Asbury Park.
    4. Dock on N. Edgemere Avenue in Ocean Township.
    5. Oil spill on Memorial Drive Asbury – no word from DEP.
    6. DLWA asked the DLC to attend the meet the Ocean Township Candidates event they are hosting – not a good idea.

     

    COMMISSIONER’S LAST WORD

     

    Jeannie Toher, Asbury Park Commissioner, is happy to see that the goose management project is taking off this year.

    UPON MOTION of Ocean, seconded by Asbury Park, moved that the meeting be opened to the public.

     

                James Veach, Township of Ocean resident, had questions, comments and concerns about the rain gardens.  Such as how much is being spent, will it help or hurt the lake, will we be monitoring the effect on the lake.

     

    Dr. Souza explained how the grant works and that the DEP does not provide us with any money to do the direct measurements he is requesting.
