The DLC was chartered in 1974 by the 7 shore line towns. Our mission is to provide leadership, guidance, and resources to preserve and restore Deal Lake and its tributaries as a healthy and stable ecosystem. In addition, control lake levels during heavy storms to the best of our ability with limited ocean tide controls.

    Deal Lake, its tributaries and watershed are regulated by Federal and State agencies. Check before you dig.

    Strict compliance with the NJDEP regulations apply to any land 50 feet adjacent to the Deal Lake shoreline as well as any land 50 feet adjacent to any stream that drains into Deal Lake.

    Property owners should contact the NJDEP before beginning any maintenance or any construction along the lake's shoreline.

    There can be consequences, including fines and time delays for proceeding with work, prior to securing the appropriate NJDEP permit(s).

    April 21, 2022

     

    Due to COVID-19 the Regular Meeting of the Deal Lake Commission was held via teleconference using the Zoom Meeting Platform.  The Commission Chairman called the meeting to order at 7:00 PM.  After the Salute to the Flag, the Commission Clerk announced that the notice requirements of the Open Public Meetings Act C.231, P.L. 1975, were met by transmitting the notice to the Commission’s official newspaper on February 2, 2022, posting where required and filing a copy of the notice with the Commission Clerk.  The Deal Lake Commission meeting will be audio and video taped and will be shown on APTV, Optimum 77 and throughout Monmouth County on FIOS 30.

    1. 319(H) Grant – Don Brockel, Commission Chairman, said we received the advance payment for Precise Construction for the MTD’s. We are still working on the cameras by the flume.  Looking to have them working and the live feed on the DLC website very soon.

     

    Peter Avakian, Commission Engineer, met with the CFO of the Camp Meeting Association to get their authorization for the rain gardens and is waiting to hear back from them.

     

    Resolution #22-031 – Authorizing Requests for Proposals for the Installation of Rain

                                        Gardens at various locations around Wesley Lake in Ocean Grove

     

                UPON MOTION of Ocean, seconded by Asbury Park, carried that the following Resolution be and the same is hereby adopted:

     

    WHEREAS, as part of the 319(H) Grant there exists a need for a qualified company to install rain gardens at various locations around Wesley Lake located in Ocean Grove; and

     

    NOW, THEREFORE, BE IT RESOLVED by the Deal Lake Commission that it hereby authorizes the Commission Clerk to advertise for Requests for Proposals for the Installation of Rain Gardens at various locations around Wesley Lake located in Ocean Grove.

    1. Shoreline Protection/Education – Don Brockel, DLC Chairman, said there is no update on the violation notice against the homeowner in Ocean Township. No other information at this time. Not sure of the remediation or the fine.

    1. Goose/Carp Remediation – Mr. Brockel said the carp will be discussed next month. The goose remediation is going full steam ahead.  The USDA is out there treating nests.

     

    Carolyn Roarty, Borough of Interlaken Commissioner, suggested sending out the letters to lakefront homeowners earlier next year, since a lot of the homeowners are seasonal.

     

    1. Ship & Sniff Program with Clean Ocean Action – No Update.

     

    1. Restoration of 4 lakes/ponds west of Wickapecko and Seaview Mall – No Update.

     

    1. Water Testing: Monmouth University – Mr. Brockel wanted to thank Dr. Adolf and Erin Conklin for Monmouth University for their presentation prior to tonight’s meeting. The presentation will be available on the DLC website.

    Resolution #22-030 – Awarding the 2022 Herbicide Treatment at Select Areas of Deal

                                         Lake

     

                UPON MOTION of Neptune, seconded by Ocean, carried that the following Resolution be and the same is hereby adopted:

     

    WHEREAS, the Deal Lake Commission wishes to address the problem of excessive weed growth at various locations of Deal Lake; and

     

    WHEREAS, the Deal Lake Commission authorized Requests for Proposals for the 20022 Herbicide Treatment at Select Areas of Deal Lake on January 20, 2022; and

     

    WHEREAS, the Commission Clerk did duly advertise to receive Proposals for the 2022 Herbicide Treatment at Select Areas of Deal Lake in The Coaster on March 3, 2022; and

     

    WHEREAS, in connection herewith, four (4) Proposals were sent out: Princeton Hydro, LLC; Lake Management Services; Solitude Lake Management and Black Lagoon; and

     

    WHEREAS, two (2) Proposals were received on March 25, 2022:

    WHEREAS, the Deal Lake Commission Chief Financial Officer has certified to the Deal Lake Commission that there are adequate funds available for the purpose of award of this contract.

     

    NOW, THEREFORE, BE IT RESOLVED by the Deal Lake Commission that it does hereby award a contract to Princeton Hydro, LLC, Ringoes, NJ for the 2022 Herbicide Treatment at Select Areas of Deal Lake – Terrace Pond in the amount of $3,940.00, Hollow Brook section in the amount of $1,808.00 and the Western section in the amount of $1,808.00 for a total bid not to exceed $7,556.00; and

     

    BE IT FURTHER RESOLVED that the herbicide treatment shall begin mid-May or sooner depending on the weed growth in the areas to be treated and will be completed by October 31, 2022; and

     

    BE IT FURTHER RESOLVED that Princeton Hydro, LLC shall obtain any necessary DEP permits prior to the application of any herbicides; and

     

    BE IT FURTHER RESOLVED that a certified copy of this Resolution shall be forwarded to the following:

    1. 2022 Deal Lake Spring Clean-Up – Mr. Brockel said it was very well attended for a Spring clean-up. Half a ton of trash was collected.

     

    1. Mr. Brockel is looking for help from the Commissioners in cleaning out the MTD’s.

     

    NEW BUSINESS

     

    1. Donation: Mr. Brockel reported that the owner of Deal Bar & Co. gave the DLC a $1,000.00 in the name of here grandchildren.

    1. New DEP Grant – Mr. Brockel said there is a new Grant available through the DEP for streambank protection. The deadline to submit is May 28th.

     

    Dr. Stephen Souza, Environmental Consultant for the DLC, gave a more in-depth explanation of the Grant.

     

    1. Surf Riders Clean-Up July 9th – Mr. Brockel hopes to have more information for the next meeting.

     

    1. Deal Lake Watershed Alliance will be hosting a paddle tour of the lake on May 14th from 9 am to 11 am. Meet at the Asbury Park Boat Ramp.

     

    1. Mr. Brockel announced that the Asbury Park Rotary is hosting a fundraising event at Deal Golf and Country Club on May 20th with all of the proceeds going to the Deal Lake Watershed Alliance. They will be honoring the Deal Lake Commission Chairman Don Brockel with the Self Above Others Award.

     

    1. Mr. Brockel is requesting a change of the time for the next Deal Lake Commission Meeting set for May 19th.

     

    Resolution:  22-032 – Authorizing a Time Change for the May 19, 2022 Deal Lake

                            Commission Meeting

     

    UPON MOTION of Ocean, seconded by Asbury Park, carried that the following

    Resolution be and the same is hereby adopted:

     

    WHEREAS, the Regular Meeting of the Deal Lake Commission scheduled for May 19, 2022 will have a start time of 6:00 PM; and

     

    WHEREAS, the Commission Clerk will advertise the change in time.

     

    NOW, THEREFORE, BE IT RESOLVED by the Deal Lake Commission that it hereby authorizes the change in time of the Regular Meeting of the Deal Lake Commission to be held on May 19, 2022 from 7:00 PM to 6:00 PM.

    COMMISSIONER’S LAST WORD

     

    Jeannie Toher, Asbury Park Commissioner, thinks it would be helpful to produce another flyer focusing not only on lakefront homeowners but everyone.

     

    Margot Fernicola, Loch Arbour Commissioner, reported that she noticed less plastics this year during the beach sweep.  She feels the brochure would be a good idea.  Reminding everyone that what they do at their property effects the lake.

     

    Carolyn Roarty, Interlaken Commissioner, also noticed less plastic bags during the clean-up.  We covered larger areas of the lake and there was less trash.  She attributes this to more awareness about the environment.

     

    Eric Houghtaling, Neptune Commissioner, reported on some of the projects going on at Fletcher Lake.  Also mentioned restoring the monuments at the entrance to Ocean Grove.

     

    Bruce Fromer, Allenhurst Commissioner, wanted to discuss the installation of a very significant dock on the lake in Ocean Township.  He would like to see the DLC have more of a say on what is built in and on the lake.  He congratulated Mr. Brockel on being honored by the Asbury Park Rotary.

     

    PUBLIC HEARING

     

    UPON MOTION of Allenhurst, seconded by Asbury Park, moved that the meeting be opened to the public.

     

    James Veach, had comments and questions regarding how the meetings are held.

     

    Brian Mullins, asked for an update on the success or failure of the strobe lights that were put in Wesley Lake to deter the geese.

     

    Mr. Brockel said the jury is still out on their effectiveness.  We can revist that in the future.  They are about $5,000.00 so it is also a cost concern.

     

    Mr. Mullins also wanted to point out that all of the funds received from the Asbury Park Rotary Fundraiser are going directly to the Deal Lake Watershed Alliance.  Mr. Brockel is just be honored.  This event has nothing to do with the Deal Lake Commission.  It is a thank you to Don for all that he does.

     

    Melanie Howarth, had questions, comments and concerns regarding the dock situation on the lake.
