The DLC was chartered in 1974 by the 7 shore line towns. Our mission is to provide leadership, guidance, and resources to preserve and restore Deal Lake and its tributaries as a healthy and stable ecosystem. In addition, control lake levels during heavy storms to the best of our ability with limited ocean tide controls.

    Deal Lake, its tributaries and watershed are regulated by Federal and State agencies. Check before you dig.

    Strict compliance with the NJDEP regulations apply to any land 50 feet adjacent to the Deal Lake shoreline as well as any land 50 feet adjacent to any stream that drains into Deal Lake.

    Property owners should contact the NJDEP before beginning any maintenance or any construction along the lake's shoreline.

    There can be consequences, including fines and time delays for proceeding with work, prior to securing the appropriate NJDEP permit(s).

    APRIL 24, 2025

     

    The Regular Meeting of the Deal Lake Commission was held in the Borough of Interlaken Municipal Building, 100 Grassmere Avenue and via teleconference using the Zoom Meeting Platform.  The Commission Chairman called the meeting to order at 5:30 PM.  After the Salute to the Flag, the Commission Clerk announced that the notice requirements of the Open Public Meetings Act C.231, P.L. 1975, were met by transmitting the notice to the Commission’s official newspaper on February 6, 2025, posting where required and filing a copy of the notice with the Commission Clerk.  The Deal Lake Commission meeting will be audio and video taped and will be shown on APTV, Optimum 77 and throughout Monmouth County on FIOS 28.

    Jessie Joseph, Commission Clerk, explained that one (1) Proposal was received for both the Commission Attorney and the 2025-2026 Herbicide Treat at Select Areas of the Lake.  David G. Brown, II, the Deal Lake Commission QPA, reviewed the Proposal and Bid.  Both the Proposal and Bid met all of the requirements and there was not a need to have a special workshop meeting.

     

    1. Resolution #25-029 – Resolution to Appoint Attorney

     

    UPON MOTION of Neptune, seconded by Asbury Park, carried that the following Resolution, be and the same is hereby adopted:

     

    WHEREAS, there exists a need for an Attorney to serve and advise the Deal Lake Commission for the year 2025; and

     

    WHEREAS, the Deal Lake Commission Clerk advertised Requests for Qualifications for Legal Services for the Deal Lake Commission in The Coaster on March 20, 2025; and

     

    WHEREAS, one (1) proposal was received from Paul V. Fernicola, Esq. of Paul V. Fernicola & Associates, LLC, Red Bank, NJ; and

     

    WHEREAS, the Deal Lake Commission is desirous of entering into an agreement with Paul V. Fernicola, Esq. of Paul V. Fernicola & Associates, LLC for Legal Services for the Deal Lake Commission for the year 2025 at the rate of $250.00 per meeting and $150.00 per hour for other Commission business and litigation at a cost not to exceed $3,000.00; and

    WHEREAS, the funds for this purpose shall be provided in the 2025 Budget of the Deal Lake Commission and the Chief Financial Officer has so certified; and

     

    NOW, THEREFORE, BE IT RSOLVED by the Deal Lake Commission that the Clerk and Chairman be and they are hereby authorized to execute an Agreement with Paul V. Fernicola, Esq. of Paul V. Fernicola & Associates, LLC, Red Bank, NJ for legal services of the Deal Lake Commission for the year 2025 at a rate of $250.00 per meeting and $150.00 per hour for other Commission business and litigation at a cost not to exceed $3,000.00; and

    UPON MOTION of Neptune, seconded by Interlaken, carried that the following Resolution, be and the same is hereby adopted:

     

    WHEREAS, the Governing Body of the Deal Lake Commission desires to further the public interest by obtaining a grant from the State of New Jersey in the amount of approximately $890,400.00 to fund the following project:

     

    Green Infrastructure (GI) Projects AE Watershed and L – Improvement Project Seaview Watershed Deal Lake

     

    NOW, THEREFORE, BE IT RESOLVED, by the Governing Body of the Deal Lake Commission, that Donald Brockel, Chairman of the Deal Lake Commission, or successor of the office of Chairman, is authorized (a) to make application for such a grant, (b) if awarded, to execute a grant agreement with the state for a grant in an amount not less than $890,400.00 and not more than $890,400.00 and (c) to execute.

    WHEREAS, the Deal Lake Commission wishes to address the problem of excessive weed growth at various locations of Deal Lake; and

     

    WHEREAS, the Deal Lake Commission authorized Requests for Proposals for the 2025-2026 Herbicide Treatment at Select Areas of Deal Lake on February 20, 2025; and

     

    WHEREAS, the Commission Clerk did duly advertise to receive Proposals for the 2025-2026 Herbicide Treatment at Select Areas of Deal Lake in The Coaster on March 20, 2025; and

     

    WHEREAS, in connection herewith, three (3) Proposals were sent out:  Princeton Hydro, LLC; Lake Management Sciences and Solitude Lake Management; and

     

    WHEREAS, one (1) Proposal were received on April 15, 2025 from Lake Management Sciences, Branchville, NJ as follows:

    OLD BUSINESS

     

    1. Goose Management – Mr. Brockel said forms were sent out to homeowners. Forms that have been returned have been forwarded to the State. He reminded everyone that if you see a nest call it in.

     

    MINUTES – REGULAR MEETING

    1. Wanamassa School – Mr. Brockel reported on the time he spent with the 4th Grade students at the Wanamassa School. A lot them came to help at the recent clean-up.

     

    1. Osprey Nest – Mr. Brockel said a formal request was received from the owners of the JCP&L building to remove the osprey nest and put it in Deal Lake. He forwarded the request to the Commissioner and Alternate Commissioner from Allenhurst to bring to the Borough.

     

    1. Jeannie Toher, City of Asbury Park Commissioner, read from a prepared statement about her meeting with the Asbury Park Planning Board. They will be putting the PDF version of the pamphlet on line. She once again suggested to the Commissioners that they bring the pamphlet that was designed for lakefront homeowners        to their building department.  She will be sending the PDF to each Commissioner.

     

    1. Shoreline Protection – Ms. Toher said she has tried reaching out numerous times to Robert Clark from NJDEP and she has not heard back from him.

     

    1. Oil Spill on Memorial Drive – Mr. Brockel gave a brief update on the oil spill on Memorial Drive and the next steps that need to be taken to make sure the site is remediated properly.

     

    Dr. Stephen Souza, DLC Environmental Consultant, gave brief explanation of how to look up the status of the remediation.

     

    There was more discussion on the oil spill.

     

    NEW BUSINESS

     

    1. Spring Deal Lake-Clean-Up – Mr. Brockel reported that it was a very successful clean-up. He went on to explain that during the clean-up a sewer leak was discovered. It was not as extensive as first reported by the DEP.  He went on to explain what happened.  Asbury Park did a great job in stopping it within two hours of getting notified.

     

    Dr. Souza gave a brief explanation of what happens to sewerage when it goes into the lake.

     

    There was more discussion on the sewerage leak.

     

    Tom Reu, OEM for the Township of Ocean, wanted it noted that just because the DEP is notified, it doesn’t mean the surrounding towns and County OEM’S, Board of Health, etc. are notified.  Please contact them also.

     

    PUBLIC HEARING

     

    UPON MOTION of Neptune, seconded by Interlaken, moved that the meeting be opened to the public.

    Pat Hartman, Interlaken, asked if due to the sewerage spill will there still be water testing.

     

    Ms. Toher said yes, it is safe to do the water testing.  She went on to say we do need more testers.

     

    There being no further comments and UPON MOTION of Neptune, seconded by Allenhurst, carried that the public hearing be closed.

     

    COMMISSIONER’S LAST WORD

     

    Everyone welcomed back Eric Houghtaling, Township of Neptune Commissioner.

     

    Margot Fernicola, Village of Loch Arbour Commissioner, reported on the following:

    • She spotted goose nests by Seaview Square Mall
    • Even though the Beach Sweep was held during a nor’easter she still had over a dozen people show up
    • Continues to remind residents that what they do at their homes affect the lake and the ocean

     

    Jeannie Toher, City of Asbury Park Commissioner, brought up that with all of the fires down in south Jersey and how dry of a spring we are having, now might be a good time to have a workshop about water and stormwater runoff and its relationship to water and the water quality.
