The DLC was chartered in 1974 by the 7 shore line towns. Our mission is to provide leadership, guidance, and resources to preserve and restore Deal Lake and its tributaries as a healthy and stable ecosystem. In addition, control lake levels during heavy storms to the best of our ability with limited ocean tide controls.

    Deal Lake, its tributaries and watershed are regulated by Federal and State agencies. Check before you dig.

    Strict compliance with the NJDEP regulations apply to any land 50 feet adjacent to the Deal Lake shoreline as well as any land 50 feet adjacent to any stream that drains into Deal Lake.

    Property owners should contact the NJDEP before beginning any maintenance or any construction along the lake's shoreline.

    There can be consequences, including fines and time delays for proceeding with work, prior to securing the appropriate NJDEP permit(s).

    MINUTES – REGULAR MEETING

    August 19, 2021

    Due to COVID-19 the Regular Meeting of the Deal Lake Commission was held via teleconference using the Zoom Meeting Platform.  The Commission Chairman called the meeting to order at 7:00 PM.  After the Salute to the Flag, the Commission Clerk announced that the notice requirements of the Open Public Meetings Act C.231, P.L. 1975, were met by transmitting the notice to the Commission’s official newspaper on February 4, 2021, posting where required and filing a copy of the notice with the Commission Clerk.  The Deal Lake Commission meeting will be audio and video taped and will be shown on APTV, Optimum 77 and throughout Monmouth County on FIOS 30.

    OLD BUSINESS

     

    1. Flume Electrification – Don Brockel, Commission Chairman, reported that the construction is complete and the engineering financial information has been submitted to NJ DEP and US Army Corps of Engineers for processing and reimbursement. We are still working on getting the live feed to the DLC website and the Police Departments.

     

    1. 319(H)Grant – Dr. Jack Szczepanski, 319(H) Environmental Consultant, gave a brief update of the project: Floating Wetland Island located at Wesley Lake is fixed; working with the DLC Engineer’s office on the plants for the BMP’s located at Wesley Lake, Pilgrim Path and the other fire lane next to it; bid specs just about completed for the tree boxes; things are moving along well.

     

    Peter Avakian, Commission Engineer, sent the following project status report:

     

    • MTD Schedule: a project schedule for the installation has been received from Precise Construction.  Work is scheduled to begin the week of September 20th, after the Sea, Hear, Now Concert in Asbury Park.  More will be discussed at the September meeting.
    • Wesley Lake Rain Gardens: plans have been prepared and reviewed by Ocean Grove Camp Meeting.  The plans have been forwarded to Princeton Hydro for review and a planting schedule.  They have also forwarded cost estimates to Princeton Hydro for  budgetary review.  We will also need Ocean Grove approval and review by Neptune Township and the Wesley Lake Commission prior to going out to bid.  He will prepare final plans and specs for receipt of bids.

     

    1. New 319 Grant Phase I with NJIT – No Update.

     

    1. Nobility Crest – Mr. Brockel’s attempts to get together with the Attorney for Nobility Crest have been unsuccessful. He hopes to hear back from him soon.

    1. Shoreline Protection/Education – Mr. Brockel reported that a complaint was filed with DEP for the property located at 1327 Locust Drive, Asbury Park. To date we have not received any feedback from them.

     

    Jeannie Toher, Asbury Park Commissioner, again wanted to speak about the need to educate not only residents that live along the Deal Lake shoreline but the municipalities as well.  She shared and explained the new link on the DLC website entitled “Considering Landscaping or Building by the Lake”.  Now that we have the accurate language, she has gone back to working on the brochure to be distributed to homeowners, municipalities, planning boards, etc.  She hopes to have a draft of the brochure ready and distributed to the Commissioners before the next meeting.  The cost would be approximately $299.00 per thousand brochures.

     

    There was a brief discussion on the cost and the possibility of the money coming from the educational portion of the 319H Grant.

     

    1. 2021 Weed Treatment – Mr. Brockel reported that the treatment went well in the deeper area of the lake and did not have much of an effect in the shallow area. Overall, he’s very happy with the treatment and results this year. We should have the final report in October.

     

    1. Coca Cola Plant – Mr. Brockel said the Developer has since changed their stormwater management plan. After reviewing the changes, Dr. Souza will have another report to present at the next Regular Meeting of Neptune Township Planning Board.  The meeting is scheduled for Wednesday, August 25th at 7:00PM.  It will be a virtual meeting, check Neptune Township website for the link to the meeting.

     

    1. Goose/Carp Remediation – Mr. Brockel reminded everyone of the Goose Education Workshop Meeting to be held at 6:00 on September 16th prior to our regular meeting.

     

    Mr. Brockel would like authorization to purchase carp netting to do a test demo in the Terrace Pond section of the lake to see if it’s worth pursuing in the future.  Dr. Souza is working on getting the permit.  He gave a brief explanation of the process.

     

    Resolution #21-053 – Authorizing the Purchase of Carp Netting and Gear for Carp

                                        Remediation

     

                UPON MOTION of Ocean, seconded by Allenhurst, carried that the following Resolution be and the same is hereby adopted:

     

    WHEREAS, there is a need to help alleviate the problem of the over abundance of carp that have been invading Deal Lake; and

    NOW, THEREFORE BE IT RESOLVED by the Deal Lake Commissioners that it hereby authorizes the Chairman of the Deal Lake Commission to purchase carp netting and gear for carp remediation in an amount not to exceed $500.00.

    NEW BUSINESS

     

    1. David Brown, the new Township Manager for Ocean Township, introduced himself and wanted to let the Commission know he is committed to working together with them in achieving a healthy lake.

     

    COMMISSIONER’S LAST WORD

     

    Jeannie Toher, City of Asbury Park – glad we’ll be moving forward with the educational brochure and she is looking forward to next month’s Workshop on the Geese.

     

    Steve Merlin, Borough of Interlaken Alternate – commented on some uncontrolled erosion in certain areas along the shoreline that is ending up in the lake.

     

    Bruce Fromer, Borough of Allenhurst – commended Ms. Toher on the educational brochures.  He spoke about a conversation he had recently with a new lakefront homeowner.  The homeowner had no idea that he would need to get approvals for some of the work he is proposing to do.  He suggested getting brochures to realtors also.

     

    There was more discussion on the need to get the word out to lakefront homeowners.

     

    Melanie Nowlin, Village of Loch Arbour Alternate – also liked the idea of distributing the brochures to lakefront homeowners.

     

     

    MINUTES – REGULAR MEETING

    August 19, 2021

     

    Eric Houghtaling, Township of Neptune – reported that Bill S-3618 is on the Governor’s desk waiting for his signature.  The bill allocates 10 million dollars for lake funding.  He is urging everyone to send letters to the Governor urging him to sign the bill.

     

    Don Brockel, Chairman and Township of Ocean – wanted to thank everyone that helped in handling the duck rescues on the FWI’s in Wesley Lake.

    UPON MOTION of Neptune, seconded by Asbury Park, carried that the meeting be opened to the public for comments:

     

    Patricia Hartman, Ocean Township resident, wanted to thank the Commission for all of their help and support.
