The DLC was chartered in 1974 by the 7 shore line towns. Our mission is to provide leadership, guidance, and resources to preserve and restore Deal Lake and its tributaries as a healthy and stable ecosystem. In addition, control lake levels during heavy storms to the best of our ability with limited ocean tide controls.

    Deal Lake, its tributaries and watershed are regulated by Federal and State agencies. Check before you dig.

    Strict compliance with the NJDEP regulations apply to any land 50 feet adjacent to the Deal Lake shoreline as well as any land 50 feet adjacent to any stream that drains into Deal Lake.

    Property owners should contact the NJDEP before beginning any maintenance or any construction along the lake's shoreline.

    There can be consequences, including fines and time delays for proceeding with work, prior to securing the appropriate NJDEP permit(s).

    December 1, 2022

     

    Due to COVID-19 the Regular Meeting of the Deal Lake Commission was held via teleconference using the Zoom Meeting Platform.  The Commission Chairman called the meeting to order at 7:00 PM.  After the Salute to the Flag, the Commission Clerk announced that the notice requirements of the Open Public Meetings Act C.231, P.L. 1975, were met by transmitting the notice to the Commission’s official newspaper on February 2, 2022, posting where required and filing a copy of the notice with the Commission Clerk.  The Deal Lake Commission meeting will be audio and video taped and will be shown on APTV, Optimum 77 and throughout Monmouth County on FIOS 28.

    Resolution #22-059 – Authorizing Appropriation Transfer

     

                UPON MOTION of Allenhurst, seconded by Interlaken, carried that the following Resolution be and the same is hereby adopted:

     

    WHEREAS, the Local Budget Law N.J.S.A. 40A:4-1, et seq., permits the transfer of funds between appropriations during the last two months of the current budget year; and

     

    WHEREAS, the Chief Financial Office has determined that certain 2022 appropriations of the Deal Lake Commission require additional funds while other appropriations have an available balance not needed for its original purposes.

     

    NOW, THEREFORE, BE IT RESOLVED by the Commissioners of the Deal Lake Commission, that the following appropriations transfers as listed below be and the same are hereby approved:

    MINUTES – REGULAR MEETING

    OLD BUSINESS

     

    1. 319(H) Grant Update – Don Brockel, Commission Chairman, said there is nothing to report. We are waiting to hear form the DEP on the time extension.

     

    1. 319 Grant Phase I with NJIT – Mr. Brockel is waiting for the final report. He hopes they will come back and do it again next year.

     

    1. Nobility Crest – Mr. Brockel reported there are no updates.

     

    Jeannie Toher, Asbury Park Commissioner, asked where we stand with our original complaint to the developer regarding sediment coming from that area into the lake.

     

    Dr. Stephen Souza, Deal Lake Commission Environmental Consultant, gave a brief explanation of why it’s been difficult to establish if in fact the sediment is coming from Nobility Crest.  He went on to explain how we should proceed with the situation.

     

    There was more discussion on this matter.

     

    1. Shoreline Protection/Education – Mr. Brockel said that he and Ms. Toher will be setting up a meeting this winter with the new staff from the DEP.

     

    1. Goose/Carp Remediation – Mr. Brockel reported the Agreement has been signed with the USDA. They have informed the towns that the DLC will be taking it over this year.  He also reported that we will re-visit the carp netting next year.   He went on to announce that the Asbury Park Fishing Club is bringing back the Carp Contest this Spring.

     

    1. Clean Water Action – Dr. Souza gave a brief explanation of the results, which can be found on the DLC’s website. He went on to say there is a problem in certain areas that need to be investigated further.

     

    Mr. Brockel said that he will be contacting TOSA to help investigate the problem areas further.

     

    Katie Mitchell from Clean Ocean Action, introduced herself and answered questions about the testing.

     

    1. Restoration of 4 lakes/ponds west of Wickapecko and Seaview Mall – No Update. Mr. Brockel reported that the science club from the Ocean Township Middle School has reached out to him and one of the suggestions he had for them was to contact Ocean Township to work on shoreline restoration of both Fireman’s Pond and Lollipop Pond.

    1. Water Testing: Monmouth University and Monmouth County – Ms. Toher after reading from a prepared statement, is requesting a Workshop Meeting prior to our April Meeting with Dr. Adolf and his CLONET team to discuss their most recent findings.

     

    Resolution #22-064 – Authorizing a Workshop Meeting – April 2023

    WHEREAS, the Deal Lake Commission would like to hold a Workshop Meeting thirty-five (35) minutes prior to the Regular Meeting on April 20, 2023;

     

    NOW, THEREFORE, BE IT RESOLVED by the Commissioners of the Deal Lake Commission that it hereby authorizes a thirty-five (35) minute Workshop Meeting prior to the April 20, 2023 Regular Meeting of the Deal Lake Commission.

    1. New DEP Grant: Stormwater Management Grants (Seaview submission) – No Update.

     

    1. JCP&L Violation – Mr. Brockel would like to submit an OPRA request to DEP for the Notice of Violation that was sent to JCP&L regarding the sediment they pumped into Deal Lake in July.

     

    1. Fall Lake Clean-Up – Mr. Brockel reported that the Fall Lake Clean-Up was a tremendous success. We had over 200 people at six different locations.  1500 pounds of material was picked-up.  He thanked everyone for all of the support and help.

     

    Mr. Brockel said he received some e-mails about lowering the lake.  He said we have a permit from Fish and Wildlife not only for the year, but for each Lake Clean-Up that we do.

     

    Dr. Souza a brief explanation of the lake lowering permit and pointed out that it is highly regulated by the State.

     

    1. Resolution #22-061 – Approve the Proposed Budget and Assessments for 2023

    WHEREAS, over the years the Deal Lake Commission has accumulated a large quantity of rakes, shovels, trimers and supplies which are used during lake clean-ups and at other times during the year; and

     

    WHEREAS, there exists the need for a storage unit to store the items and other equipment.

     

    NOW, THEREFORE, BE IT RESOLVED by the Deal Lake Commissioners that it hereby authorizes the Commission Chairman to rent a storage unit for the year 2023in an amount not to exceed $2,040.00.

    WHEREAS, due to the resignation of Lorrain Carafa, Chief Financial Officer for the Deal Lake, it is necessary to appoint a Chief Financial Officer for the year 2023 prior to the re-organization meeting to ensure the Commission will be able to conduct their normal business and pay bills in a timely manner; and

     

    WHEREAS, funds for this purpose shall be provided in the 2023 Budget of the Deal Lake Commission and the Chief Financial Officer has so certified; and

    NOW, THEREFORE, BE IT RESOLVED by the Deal Lake Commissioners that it hereby authorizes the Chairman and Vice-Chairman of the Deal Lake Commission to purchase a plaque for Lorraine P. Carafa, on the occasion of her retirement as CFO from the Deal Lake Commission and to thank her for her years of service to the Commission, in an amount not to exceed $200.00.

    Melanie Nowlin, Loch Arbour, asked if pesticide use on properties located across the street from the lake is illegal or banned.

     

    Dr. Souza will research and get back to her.

     

    There being no further comments and UPON MOTION of Neptune, seconded by Interlaken carried that the public hearing be closed.

    Carolyn Roarty, Borough of Interlaken Commissioner, great group of volunteers for this year’s lake clean-up.

     

    Jeannie Toher, City of Asbury Park Commissioner, looking for one more citizen scientist.
