The DLC was chartered in 1974 by the 7 shore line towns. Our mission is to provide leadership, guidance, and resources to preserve and restore Deal Lake and its tributaries as a healthy and stable ecosystem. In addition, control lake levels during heavy storms to the best of our ability with limited ocean tide controls.

    Deal Lake, its tributaries and watershed are regulated by Federal and State agencies. Check before you dig.

    Strict compliance with the NJDEP regulations apply to any land 50 feet adjacent to the Deal Lake shoreline as well as any land 50 feet adjacent to any stream that drains into Deal Lake.

    Property owners should contact the NJDEP before beginning any maintenance or any construction along the lake's shoreline.

    There can be consequences, including fines and time delays for proceeding with work, prior to securing the appropriate NJDEP permit(s).

    MINUTES – REGULAR MEETING

    July 21, 2022

     

    Due to COVID-19 the Regular Meeting of the Deal Lake Commission was held via teleconference using the Zoom Meeting Platform.  The Commission Chairman called the meeting to order at 7:00 PM.  After the Salute to the Flag, the Commission Clerk announced that the notice requirements of the Open Public Meetings Act C.231, P.L. 1975, were met by transmitting the notice to the Commission’s official newspaper on February 2, 2022, posting where required and filing a copy of the notice with the Commission Clerk.  The Deal Lake Commission meeting will be audio and video taped and will be shown on APTV, Optimum 77 and throughout Monmouth County on FIOS 28.

    OLD BUSINESS

     

    1. 319(H) Grant Update – Peter Avakian, DLC Engineer, reported that the final component of the grant is the rain garden in Wesley Lake and as many tree boxes as we can fund from the grant. The bid specs will be advertised on July 28th with a bid opening on August 16th.  We will have a report to the Commissioners for the award of the contract at the next meeting.  Also working on a maintenance manual to be given to the Ocean Grove Camp Meeting Association, Deal Lake Commission and Wesley Lake Commission to implement.  The Ocean Grove Camp Meeting Association would also like to have a Memorandum of Agreement between our groups so there is no misunderstanding of ownership.

     

    1. 319 Grant Phase I with NJIT – Don Brockel, Chairman of the DLC, has not heard from NJIT.

    Dr. Souza, Environmental Consultant for the DLC, also has not heard from them and would like to encourage them to come out and look at the lake and try out the system before there is a full-fledged algae bloom.  He gave a brief explanation of the process.

     

    1. Nobility Crest – Held until the August meeting.

     

    1. Shoreline Protection/Education – Held until the August meeting.

     

    1. Goose/Carp Remediation – Mr. Brockel is in discussions with USDA and should be hearing back from them in the next two weeks with the pricing and requirements.

     

    Jeannie Toher, Asbury Park Commissioner, asked when the best time would be to treat the grassy areas of the lake with Rejexit.  She has concerns about the large amount of geese on Deal Lake Drive.

     

    Dr. Souza said it should be done as soon as possible.  You need to discourage them from using that as a feeding area.

     

    Dr. Souza said he will be applying for the carp permit.

     

    1. Ship & Sniff Program with Clean Ocean Action – Mr. Brockel reported that testers are needed. We need people that have flexible schedules and are available during the day.

    1. Restoration of 4 lakes/ponds west of Wickapecko and Seaview Mall – Held until the August meeting.

     

    1. Water Testing: Monmouth University – Held until the August meeting.

     

    1. 2022 Weed Treatment Program – Mr. Brockel reported that the weed treatment program went very well.

     

    Dr. Souza also inspected the treated areas and they look good.

     

    1. New 319 Grant Submission – Mr. Brockel said that we did not get either grant.

     

    Dr. Souza said they did encourage us to keep submitting grants.

     

    1. New DEP Grant – Discussed under 10.

     

    1. 2022 Assessment Update – The Commission Clerk reported that Asbury Park still has not paid their 2022 Assessment. She has sent a third request.  Ms. Toher will reach out to Asbury Park.

     

    1. Tree Ordinance Letter Update – Ms. Toher asked if everyone had a chance to review Bruce Fromer’s (Borough of Allenhurst Commissioner) letter.

     

    There was again a discussion on the Tree Ordinance.  Mr. Fromer will send out his letter to the Commissioners and it will be discussed at the next meeting.

     

    NEW BUSINESS

     

    1. Osprey Nest Update – Mr. Brockel reported that JCP&L removed two active Osprey nests in Interlaken. No update on the JCP&L spill in Loch Arbour that went into Deal Lake.  He was told JCP&L will be getting a letter of violation.

     

    1. Jungle Row July 9th – Mr. Brockel said that Monmouth County lifeguards held a rowing competition on Deal Lake July 9th, with over fourteen teams competing.

     

    COMMISSIONER’S LAST WORD

     

    Jeannie Toher, Asbury Park Commissioner, wanted to discuss the issue of how the Commission can collaborate when they need to collaborate to send out letters, etc. on behalf of the Commission.  She went on to say she is excited about the goose project with the USDA.  She also explained how the cost would work for each Town.

    Carolyn Roarty, Borough of Interlaken Commissioner, wanted to comment on how beautiful the lake is looking.  She has noticed more and more people using the lake which is bringing more attention to it.  She received the Borough of Interlaken’s newsletter and in it they mention some lakeshore improvements for boating and kayaking.  She feels this would be a good opportunity for the DLC to partner with each municipality to advise them on what the best practices of enabling such projects would be.

     

    Eric Houghtaling, Township of Neptune Commissioner, is pleased to see so many people coming out and enjoying the lake.

     

    Margot Fernicola, Village of Loch Arbour Commissioner, reported on the following:

     

    • Loch Arbour is working on a Tree Ordinance
    • Encouraging good practices at people’s homes, reminding them what they do at their homes, effects the lake
    • The head groundskeeper from Deal Golf & Country Club would like to participate in one of our meetings in the fall. He wants to speak to us about the practices he uses at the golf course.
    • The organization “Art for the Sea” will be holding a beach sweep on August 9th from 6 to 8.

     

    Bruce Fromer, Borough of Allenhurst Commissioner, wanted to comment on the destruction of the Osprey nests, but he wanted everyone to know he still see’s them flying and thriving over the lake.

     

    PUBLIC HEARING

     

    UPON MOTION of Interlaken, seconded by Neptune, carried that the meeting be opened to the public:

     

    James Veach, Township of Ocean resident, had the following comments and concerns:

     

    • Urgency, transparency, engagement
    • Letter from the DLC to encourage the municipalities to adopt a tree ordinance, he objects to the leisurely pace of getting the letter out
    • OPRA request for documents
    • Feels Commissioners should not be limited for one minute

     

    Rhiannnon, Asbury Park resident, was one of the citizen scientists for Clonet, testing the lake every week.  The part of the lake she samples is the east end by the flume.  In addition to taking samples, she is also picking up a ton of trash, fishing hooks, cigarette butts and fishing lines that get attached to the benches, plants and other materials.  She has called the police but was told they typically don’t go to that area past the wildflowers.  She would like to see the Deal Lake Commission, if the budget allows, have signs made and affix them to each bench saying – Please remove all of your trash.

     

    Mr. Brockel asked the Commissioners from Asbury Park and Loch Arbour to go to their municipality and let them know about this problem.

     

    Ms. Fernicola, Village of Loch Arbour Commissioner, thanked Rhiannon for picking up the trash and caring.

     

    David Schreier, Asbury Park resident, also wanted to mention some of his observations regarding the garbage left behind from the people that fish and crab around the lake.

     

    Mimi Chen, Asbury Park, wanted to speak about the fishing lines and garbage also.

     

    Bob J, Township of Ocean resident, also spoke about the fishing lines.  He said there is an organization that offers fishing line recycling containers.  We could be placing these containers at various locations around the lake.

     

    Mr. Brockel thought that was a great suggestionsand idea.  He also thought this would make for an excellent Eagle Scout Project.  He asked Bob to help in this effort.

     

    Bob also thought it was a great project for the Eagle Scouts and was more than eager to help.

     

          There being no further comments and UPON MOTION of Neptune, seconded by Interlaken, carried that the public hearing be closed.  There being no further business and UPON MOTION of Allenhurst, seconded by Neptune, carried that the meeting be finally adjourned at 7:51 PM.
