DEAL LAKE COMMISSION
MINUTES – REGULAR MEETING
JULY 24, 2025
The Regular Meeting of the Deal Lake Commission was held in the Borough of Interlaken Municipal Building, 100 Grassmere Avenue and via teleconference using the Zoom Meeting Platform. The Commission Chairman called the meeting to order at 7:00 PM. After the Salute to the Flag, the Commission Clerk announced that the notice requirements of the Open Public Meetings Act C.231, P.L. 1975, were met by transmitting the notice to the Commission’s official newspaper on February 6, 2025, posting where required and filing a copy of the notice with the Commission Clerk. The Deal Lake Commission meeting will be audio and video taped and will be shown on APTV, Optimum 77 and throughout Monmouth County on FIOS 28.

UPON MOTION of Ocean, seconded by Loch Arbour, carried that the following Resolution be and the same is hereby adopted:
BE IT RESOLVED that the Minutes of the Regular Meeting of the Deal Lake Commission held on June 19, 2025 be and the same are hereby approved (Deal does not vote).

OLD BUSINESS
- 319 (H) NJDEP Stormwater Management Grant for Seaview Square Mall –
Peter Avakian, Commission Engineer, gave a presentation on the project design and construction alternatives for the Water Quality Improvement Grant. The focus is to install four treatment devices (MTD’s) at locations along the northerly side (Seaview Square Mall side) of the loop road. Two will be west of the main entrance road and two will be east of the main entrance road. We are also looking to install four rain gardens to be located at existing low lying grass areas, adjacent to and between the proposed MTD’s. This should help decrease flood flows that go through Colonial Terrace. He went on to give an estimated cost break down of the project.
Dr. Stephen Souza, Commission Environmental Consultant, spoke about the rain gardens and how they help with the run-off. The goal is water quality and is not a flood control measure. The combination of all of these stormwater management measures will help reduce run-off, decrease the pollutants and help mitigate the flows from the more frequent storms.
Jeannie Toher, City of Asbury Park Commissioner, asked who will maintain everything.
Mr. Avakian said they have a letter of resource commitment from the owners of Seaview Mall.
He went on to say there are a few more outstanding items that need to be addressed prior to going out to bid for the project. They are project financing, property ownership and approval, a formal maintenance agreement must be approved as a condition of the project and the bid schedule. He gave a tentative time frame of the bidding schedule for the project.
Resolution #25-039 – Authorizing the Receipt of Bids for the Water Quality Improvement

UPON MOTION of Asbury Park, seconded by Interlaken, carried that the following Resolution, be and the same is hereby adopted:
WHEREAS, the Deal Lake Commission is desirous of soliciting sealed bids for the following:

WHEREAS, specifications for the aforesaid items will be on file in the Office of the Deal Lake Commission Engineer and will be available for inspection.
NOW, THEREFORE, BE IT RESOLVED by the Deal Lake Commission that it hereby authorizes the Deal Lake Commission Engineer to advertise for bids for the aforesaid items as per the specifications on file and will be received by the Deal Lake Commission in the Township of Ocean, Municipal Building, 399 Monmouth Road, Oakhurst, New Jersey on a date to be determined.

- Shoreline Protection/Education – Ms. Toher reported she sent a follow-up letter to NJDEP with the Minutes from the meeting and will send a copy to Steve and Don.
- 2025 Weed Treatment – Mr. Brockel said there are still no weeds to treat.
- New 319(H) Grant – Revision of the Watershed Plan – No Update.
- Oil Spill Remediation from Asbury Park Leak – Mr. Brockel reported this is still an issue and would like to see it resolved. The oil has been leaking into the lake for years. There is a massive amount of oil along the shoreline in both Asbury Park and Interlaken and we are looking to get it cleaned up. He is still waiting to hear back from them regarding this situation.
NEW BUSINESS
- Mr. Brockel thanked the Flume Team for all of their help last week during the storm.
- Mr. Brockel received a note that there is a danger of Federal 319 (H) Funds being cut by DOGE. All of the Commissioners were in favor of sending a Resolution of Support to keep the funds in place. Dr. Souza will get the Commission Clerk a sample resolution.
- Mr. Brockel said Clean Ocean Action is looking for testers on Deal Lake.
COMMISSIONER’S LAST WORD
Bobby Coffey, Commissioner for the Borough of Deal, parking in Deal continues to be a problem this summer.
Carolyn Roarty, Commissioner for the Borough of Interlaken, wanted to commend the Flume Team on a job well done. Also wanted to mention the trash – pick it up!

Margot Fernicola, Commissioner for the Village of Loch Arbour, is trying to make sure the residents of the Village of Loch Arbour realize that the actions taken at their homes effect the lake and ocean.
Stephen Feldman, Commissioner for the Borough of Allenhurst, found the meeting very enlightening.
Don Brockel, Commissioner for the Township of Ocean, there is a car club being built behind Wegman’s and it is causing a tremendous amount of stormwater run-off into the watershed.
Jeanie Toher, Commissioner for the City of Asbury Park, thanked Steve and Peter for the presentation.
PUBLIC HEARING
UPON MOTION of Ocean, seconded by Loch Arbour, moved that the meeting be opened to the public.
Melanie Nowlin, Loch Arbour, would like to volunteer to do the water sampling with Clean Ocean Action.
There being no further comments and UPON MOTION of Ocean, seconded by Interlaken, carried that the public hearing be closed. There being no further business and
