The DLC was chartered in 1974 by the 7 shore line towns. Our mission is to provide leadership, guidance, and resources to preserve and restore Deal Lake and its tributaries as a healthy and stable ecosystem. In addition, control lake levels during heavy storms to the best of our ability with limited ocean tide controls.

    Deal Lake, its tributaries and watershed are regulated by Federal and State agencies. Check before you dig.

    Strict compliance with the NJDEP regulations apply to any land 50 feet adjacent to the Deal Lake shoreline as well as any land 50 feet adjacent to any stream that drains into Deal Lake.

    Property owners should contact the NJDEP before beginning any maintenance or any construction along the lake's shoreline.

    There can be consequences, including fines and time delays for proceeding with work, prior to securing the appropriate NJDEP permit(s).

    MINUTES – REGULAR MEETING

    JUNE 20, 2024

     

    The Regular Meeting of the Deal Lake Commission was held via teleconference using the Zoom Meeting Platform.  The Commission Chairman called the meeting to order at 7:00 PM.  After the Salute to the Flag, the Commission Clerk announced that the notice requirements of the Open Public Meetings Act C.231, P.L. 1975, were met by transmitting the notice to the Commission’s official newspaper on February 1, 2024, posting where required and filing a copy of the notice with the Commission Clerk.  The Deal Lake Commission meeting will be audio and video taped and will be shown on APTV, Optimum 77 and throughout Monmouth County on FIOS 28.

    OLD BUSINESS

     

    1. 319(H) Grant (2017) – Don Brockel, Commission Chairman, said we are still waiting for final payment from the State of $93,000.00. He asked if the Commissioners would authorize a partial payment to Precise Construction of $10,000.00. They did the work and it is not fair that they have not been paid in full due to the DLC still waiting for final payment from the State.  The total outstanding amount owed to Precise Construction is $20,000.00.  Hopefully, Asbury Park will pay their 2024 Assessment or we finally get our check for $93,000.00 from the State and we can pay Precise Construction in full.

     

    Resolution #24-041 – Authorizing Partial Payment of $10,000.00 to Precise Construction,    

    Inc. for the Ocean Grove Wesley Lake Rain Gardens and Tree Well Bioretention System as part of the 2017 319(H) Grant

     

                UPON MOTION of Ocean, seconded by Allenhurst, carried that the following Resolution be and the same is hereby adopted:

     

    WHEREAS, as part of the SY2017 319(H) Grant the Deal Lake Commission awarded a contract to Precise Construction, Inc., Freehold, NJ for the Ocean Grove Wesley Lake Rain Gardens and One (1) Tree Well Bioretention System by way of Resolution #22-044 dated August 18, 2022 at a cost not to exceed $166,840.00; and

     

    WHEREAS, subsequent to the work being done on the final phase of the project, it was determined that additional work was needed for the installation of the tree well in the Borough of Allenhurst; and

     

    WHEREAS, the change resulted in an increase of $11,810.00 in the approved contract amount from $166,840.00 to $178,650.00 which was approved by way of Resolution #24-024 dated February 15, 2024; and

     

    WHEREAS, the Deal Lake Commission has paid Precise Construction, Inc. $158,650.00 of the total $178,650.00; and

     

    WHEREAS, the Deal Lake Commission still owes Precise Construction, Inc. $20,000.00; and

    WHEREAS, the Deal Lake Commission is still waiting for reimbursement from the State of New Jersey in the amount of $93,000.00.

     

    NOW, THEREFORE BE IT RESOLVED by the Deal Lake Commission that they hereby authorize a payment of $10,000.00 to Precise Construction, Inc., Freehold, NJ for the Ocean Grove Wesley Lake Rain Gardens and Tree Weel Bioretention Systems as part of the SY2017 319(H) Grant; and

     

    BE IT FURTHER RESOLVED that the remaining outstanding balance of $10,000.00 be paid as soon as reimbursement is received from the State of New Jersey.

    1. New DEP Stormwater Management Grant – Mr. Brockel said this is on hold until we receive the Contract.

     

    Peter Avakian, Commission Engineer, said we are ready to move forward once the contracts are received and signed.

     

    1. Shoreline Protection/Education – Jeannie Toher, City of Asbury Park Commissioner, read from a prepared statement explaining the need to send out the guides to the new homeowners along the lake.

     

    1. Goose/Carp Remediation – Mr. Brockel said it appears the treatment worked pretty well this year. He hopes to have the report for the next meeting.

     

    1. 2024 Weed Management Program – Mr. Brockel received a report from Lake Science Management stating that no weeds present at this time – still no reason to do a treatment.

     

    1. Renewal of the 2025-2035 Agreement for the Reestablishment of a Joint Meeting known as the Deal Lake Commission – Jessie Joseph, Commission Clerk, reported that the letters have been sent to the Business Administrators to each the DLC municipalities.

     

    1. 50 Year Celebration – Next meeting.

    Resolution #24-040 – Recognizing July 2024 as Lake Appreciation Month

     

    MINUTES – REGULAR MEETING

    JUNE 20, 2024

     

    UPON MOTION of Asbury Park, seconded by Interlaken, carried that the following Resolution be and the same is hereby adopted:

     

    WHEREAS, lakes and reservoirs are among New Jersey’s most valuable natural resources; and

     

    WHEREAS, lakes and reservoirs provide drinking water, irrigation, energy, recreation, scenic beauty and habitat for wildlife; and

     

    WHEREAS, these beneficial uses have been of vital importance to New Jersey’s history, growth and financial health; and

     

    WHEREAS, our lakes and reservoirs improve the quality of life for all of New Jersey’s residents and their importance should not go unnoticed; and

     

    WHEREAS, the State of New Jersey recognizes the need to protect these lakes and reservoirs for future generations.

     

    NOW, THEREFORE, BE IT RESOLVED by the Deal Lake Commission that it hereby proclaims JULY 2024 as LAKE APPRECIATION MONTH in the State of New Jersey and invite all citizens to take due note of the observance.

    1. Website Updates – There was a discussion on the need to update various sections of the DLC website. The Commission Clerk will send all of the outstanding items requested to the webmaster for the website.
    2. Zayden Li – is in the rising Junior program at Horace Mann High School and was at the meeting to describe his science project. It deals with stormwater management and impervious surface coverage.

    Dr. Stephen Souza, Commission Environmental Consultant, will be sending him information on those subjects.

    Ms. Toher suggested getting in touch with Erin from CLONET, as well as Dr. Adolf from Monmouth University.

     

    1. PLANJ DEP Commissioners Video Conference – Mr. Brockel gave a brief report on the video conference he had with the other lake commissioners. They were all in agreement that the DEP needs more help.
