The DLC was chartered in 1974 by the 7 shore line towns. Our mission is to provide leadership, guidance, and resources to preserve and restore Deal Lake and its tributaries as a healthy and stable ecosystem. In addition, control lake levels during heavy storms to the best of our ability with limited ocean tide controls.

    Deal Lake, its tributaries and watershed are regulated by Federal and State agencies. Check before you dig.

    Strict compliance with the NJDEP regulations apply to any land 50 feet adjacent to the Deal Lake shoreline as well as any land 50 feet adjacent to any stream that drains into Deal Lake.

    Property owners should contact the NJDEP before beginning any maintenance or any construction along the lake's shoreline.

    There can be consequences, including fines and time delays for proceeding with work, prior to securing the appropriate NJDEP permit(s).

    MINUTES – REGULAR MEETING

    MAY 18, 2023

     

    Due to COVID-19 the Regular Meeting of the Deal Lake Commission was held via teleconference using the Zoom Meeting Platform.  The Commission Chairman called the meeting to order at 7:00 PM.  After the Salute to the Flag, the Commission Clerk announced that the notice requirements of the Open Public Meetings Act C.231, P.L. 1975, were met by transmitting the notice to the Commission’s official newspaper on February 2, 2022, posting where required and filing a copy of the notice with the Commission Clerk.  The Deal Lake Commission meeting will be audio and video taped and will be shown on APTV, Optimum 77 and throughout Monmouth County on FIOS 28.

    OLD BUSINESS

     

    1. 2017 – 319(H) Grant – Don Brockel, Commission Chairman, reported that there are payment issues from the last grant submission. We are working with the professionals in getting that cleaned up and resubmitted.

     

    Peter Avakian, Commission Engineer, said the remaining items in the 319 Grant included the two rain gardens in Ocean Grove, which have now been completed.  He gave a brief explanation of the work that was done.  The last outstanding item is the tree well to be located in Allenhurst.

     

    Mr. Brockel would like to pay Precise Construction for the rain gardens.  The total amount of the project is $166,840.00, which includes the tree wells.  The outstanding bill for the rain gardens is $136,000.00.

     

    ** 7:19 p.m. – Anthony Mauro, Alternate Commissioner for Borough of Allenhurst joined the meeting.

     

    Resolution #23-036 – Authorizing Payment to Precise Construction, Inc. for the Wesley

                                        Lake Rain Gardens as part of the 319(H) Grant

     

                UPON MOTION of Ocean, seconded by Allenhurst, carried that the following Resolution be and the same is hereby adopted:

     

    WHEREAS, Precise Construction, Inc. was awarded the contract for the Ocean Grove Wesley Lake Rain Gardens in the amount of $136,600.00 along with the Alternate Bid Item A-1 in the amount of $30,240.00 for a total amount of $166,840.00 by way of Resolution dated August 8, 2022 as part of the 2017 319 (H) Grant; and

     

    WHEREAS, Precise Construction, Inc. has completed the Ocean Grove Wesley Lake Rain Gardens portion of the contract and submitted a bill in the amount of $136,600.00; and

    NOW, THEREFORE, BE IT RESOLVED by the Deal Lake Commission that they hereby authorize the payment to Precise Construction, Inc. in the amount of $136,600.00, for the

    1. Shoreline Protection/Education – Mr. Brockel said Jeannie Toher, Commissioner for Asbury Park has been trying to coordinate a meeting with the State. We have had a lot of problems in the past few weeks around the lake with trees being taken down along the shoreline.  The Town and DEP are investigating.

     

    Ms. Toher did receive a reply from Robert Clark of the DEP on May 3rd.  She proceeded to read the e-mail that she received.  He will be in contact with the DEP staff to check availability for a meeting with us.  He will get back to us as soon as he can.

     

    1. Goose/Carp Remediation – Ms. Toher was in touch with Nicole from the USDA who reported that she has treated a lot more nests this year, the nesting season has slowed and next Monday is her last day looking for and treating nests. Ms Toher read from a prepared statement about the DLC taking over the management of the USDA Goose Addling Project.

     

    1. Restoration of 4 lakes/ponds west of Wickapecko – Mr. Brockel said Ocean Township is planning on dredging the back section of Terrace Pond and Lollipop Pond.  Mr Brockel reported that he was asked for the DLC to support the forming of a Lollipop Pond Advisory Committee.  They would be looking at the shoreline and are also looking to put a path around Lollipop Pond and clean it up.

     

    Resolution #23-037 Supporting the Forming of a Lollipop Pond Advisory Committee

     

                UPON MOTION of Ocean, seconded by Asbury Park, carried that the following Resolution be and the same is hereby adopted:

     

    WHEREAS, the Deal Lake Commission hereby supports the Township of Ocean and their efforts in forming an advisory committee to improve Lollipop Pond; and

     

    NOW< THEREFORE, BE IT RESOLVED, the Deal Lake Commission hereby supports the forming of a Lollipop Pond advisory committee and requests that at least one representative from the Deal Lake Commission be appointed to the committee.

    1. Water Testing: Monmouth University – Mr. Brockel said the CLONet people are still doing their water testing.  We are also looking to go back into some of the tributaries of Deal Lake and test for human waste.

     

    Ms. Toher said we need at least one new volunteer to become a citizen scientist who will get trained by Dr. Adolf or his assistant.

     

    1. New DEP Stormwater Management Grant – Mr. Avakian gave a brief explanation of the grant which is for the improvements along the loop road at Seaview Square Mall. We needed to make some changes which are now completed and we will resubmit next week.  After receipt and acceptance the DEP will forward the Agreement to the DLC and the project can formally start.

     

    1. JCP&L Violation – No Update.

     

    1. 2023 Weed Treatment – Mr. Brockel met with Chris Hanlon of Lake Management Services, the contractor for the 2023 Weed Treatment.

     

    Dr. Souza also reached out to him for a date when he will begin the treatment as he we would like to be there.

     

    NEW BUSINESS

     

    1. Mr. Brockel spoke about the following:

     

    1. New telephone poles being put in on Corlies Avenue.
    2. Comments on the recent rain storm which dropped between 6 to 9 inches of rain in some areas. The flume was open from Friday night to Sunday night.

     

    Mr. Avakian announced that the Borough of Interlaken was awarded a Monmouth County Open Space Grant for improvements to their park along with two ancillary projects that include kayak access on Windermere and pedestrian access which can be used for kayak access on Bridlemere.

     

    Ms. Toher read from a prepared statement regarding her attendance with representatives from the Wesley Lake and Sunset Lake Commissions at an informal meeting with the Asbury Park Public Arts Commission.

    COMMISSIONER’S LAST WORD

     

    Jeannie Toher, Asbury Park Commissioner, would like to invite Ryan Burke, Eagle Scout, to come to a DLC meeting to give a presentation on the monofilament containers that he placed around the lake as part of his Eagle Scout project.

     

    Margot Fernicola, Village of Loch Arbour Commissioner, the Village is still working on a tree ordinance.  It is a lot of work and very controversial.

     

    Steven Merlin, Borough of Interlaken Alternate Commissioner, gave a brief update on the park project.

     

    Tony Mauro, Alternate Commissioner, Borough of Allenhurst, no update but it does appear projects are moving along a lot quicker than in the past.

     

    Don Brockel, Chairman, our goal is to get DEP more engaged in our lake.

     

    PUBLIC HEARING

     

    UPON MOTION of Ocean, seconded by Asbury Park, moved that the meeting be opened to the public.

     

                Gail of the Wesley Lake Commission wanted to thank the DLC for the beautiful rain gardens.

     

                There being no further comments and UPON MOTION of Asbury Park, seconded by Ocean, that the public hearing be closed.  There being no further business and UPON MOTION Ocean, seconded by Allenhurst, carried that the meeting be finally adjourned at 7:54 PM.
