Our mission is to provide leadership, guidance, and resources to preserve and restore Deal Lake and its tributaries as a healthy and stable ecosystem. In addition, control lake levels during heavy storms to the best of our ability with limited ocean tide controls.

    Strict compliance with the NJDEP regulations apply to any land 50 feet adjacent to the Deal Lake shoreline as well as any land 50 feet adjacent to any stream that drains into Deal Lake.

    Property owners should contact the NJDEP before beginning any maintenance or any construction along the lake's shoreline.

    There can be consequences, including fines and time delays for proceeding with work, prior to securing the appropriate NJDEP permit(s).

    MINUTES – REGULAR MEETING

    MARCH 20, 2025

     

    The Regular Meeting of the Deal Lake Commission was held in the Borough of Interlaken Municipal Building, 100 Grassmere Avenue and via teleconference using the Zoom Meeting Platform.  The Commission Chairman called the meeting to order at 7:00 PM.  After the Salute to the Flag, the Commission Clerk announced that the notice requirements of the Open Public Meetings Act C.231, P.L. 1975, were met by transmitting the notice to the Commission’s official newspaper on February 6, 2025, posting where required and filing a copy of the notice with the Commission Clerk.  The Deal Lake Commission meeting will be audio and video taped and will be shown on APTV, Optimum 77 and throughout Monmouth County on FIOS 28.

    OLD BUSINESS

     

    1. 2022 NJDEP Stormwater Management Grant for Seaview Mall – Don Brockel, Commission Chairman, gave brief update on the meeting he had with DEP today on some of the issues we have been having with them on getting the new Grant Agreement signed. It appears we are on the right track and should have the Agreement in the next two weeks. All of the lakes that have been awarded Grants are having the same problems. Senator Gopal has also been involved in trying to get this Grant moving along.

     

    Peter Avakian, Deal Lake Commission Engineer, explained that the grant was awarded to the DLC in July 2023.  Due to the hold up from DEP it still hasn’t begun.  Hopefully they will grant us an extension once the Agreement is signed.  Mr. Avakian explained that this is a Water Quality Improvement Grant with a value of approximately $900,000.00.  The work will be done in the Seaview Square Mall area and will include storm drains and MTD’s.  He gave a presentation on the project which will be available on the DLC website once the plans are completed and approved.

     

    Dr. Stephen Souza, Deal Lake Commission Environmental Consultant, explained what MTD’s are and what they do.

     

    There was more discussion on the project.

     

    1. Shoreline Protection/Education – Jeannie Toher, City of Asbury Park Commissioner, said she sent a letter, made a phone call, left a message and there has been no response. She will keep trying.

     

    1. 2025 Weed Treatment – Jessie Joseph, Commission Clerk, explained that the Bids have been advertised. Once Bids are received, they will be reviewed and a recommendation will be made. It will be awarded at the April meeting.

     

    Dr. Souza suggested we award the contract for two years since the permit is good for two years.

     

    1. 2025 Goose Management – Mr. Brockel said the USDA is getting ready to start. They did send letters out to people from previous years to get their permission again.

    Ms. Toher asked if we would be doing the Goose Stoppers again and if there is a specific time frame that it needs to be done.

     

    Dr. Souza explained it can be done at any time of the year.

     

    Mr. Brockel said it worked great but unless all the Towns participate, it does not make sense to do it.  Also, due to the financial issues of the DLC right now, it is not feasible to do at this time.  We can revisit the subject at another meeting.

     

    1. 2017 319(H) Grant Payment Update – Mr. Brockel said in speaking with the State it now appears they have all of the outstanding documents they needed and we should be getting our check in the next few weeks.

     

    1. Reestablishment of a Joint Meeting known as the Deal Lake Commission – Mr. Brockel said after reviewing the Agreement there is some language that needs to be deleted and added.

     

    Resolution #25-026 – Authorizing Amendment #2 to the Agreement for the Establishment

                                        of a Joint Meeting known as the Deal Lake Commission

     

    UPON MOTION of Asbury Park, seconded by Interlaken, carried that the following Resolution be and the same is hereby adopted:

     

    WHEREAS, there is a need to amend the Section of the current Agreement for the Establishment of a Joint Meeting known as the Deal Lake Commission entitled:  ARTICLE X – FINANCES AND BUDGET as follows:

     

    Said formula shall apply to all budget activities of the Commission. Major capital expenditures not included in budget activities must be approved by the two-thirds (2/3) majority consent of the members of the Commission. In the event any formula for sharing

    capital expenditures agreed upon by the members cannot be used, in order to secure Federal or State Grants, the proportioned share of each municipality may be determined by mutual agreement after joint negotiation of all member municipalities, the Commission, and other granting or participating governmental divisions or agencies.

     

    Said formula shall apply to all budget activities of the Commission.  Major Capital expenditures not included in the budget activities must be approved with the consent in writing by the governing bodies of all member municipalities.     Deal Lake Commission that the Agreement for the Establishment of a Joint Meeting known as the Deal Lake Commission be revised to amend ARTICLE X – FINANCES AND BUDGET; and

    BE IT FURTHER RESOLVED that a copy of said Amendment #2 shall be forwarded to each member municipality for formal adoption and execution.

    1. 2025 Deal Lake Spring Clean-Up – Mr. Brockel said it will be held on April 5th – 9:00 AM at the Asbury Park Boat Ramp. Check the DLC website and Facebook page for specific locations.

     

    Dr. Souza wanted to remind us to document how many people attend.  We use this as part of our in-kind services for the Grant.

     

    NEW BUSINESS

     

    1. Water Craft Access Points and MTD Locations – Mr. Brockel announced that we have two new things on our Facebook page. We put the locations of the seven craft access points on Deal Lake on an interactive map. The second one is the locations of the Manufactured Treatment Devices (MTD’s) which is also on an interactive map. The maps will also be put on the DLC website.

     

    1. Deal Lake Chat with the Wanamassa 4th Graders – Mr. Brockel reported that he got invited back to chat with the 4th graders at the Wanamassa School on March 31st to discuss the watershed.

     

    1. There was a discussion on the Request for Qualifications for a new Deal Lake Commission Attorney. The RFQ’s need to be back by April 15th.  How many are received will determine if we need to hold a Closed Session Workshop to go over RFQ’s received.  We hope to appoint an Attorney at the April meeting.

     

    COMMISSIONER’S LAST WORD

     

    Margot Fernicola, Commissioner for the Village of Loch Arbour, announced that Clean Ocean Action will be holding their Beach Sweep on April 12th from 9:00AM to 12:30PM.  She also continues to stress to the residents that the actions they make at their homes directly affect the ocean and the lake.  Also, reminding the residents to secure their recyclables.

    Tony Mauro, Alternate Commissioner for the Borough of Allenhurst, is happy about the MTD project at Seaview Square Mall.  The geese continue to be a problem.

     

    Carolyn Roarty, Commissioner for the Borough of Interlaken, is looking forward to lots of volunteers for the clean-up on April 5th.

     

    Jeannie Toher, Commissioner for the City of Asbury Park, said CLONET will be starting again and will be needing people to test the water at various locations around the lake.

     

    Don Brockel, Commission Chairman and Commissioner for the Township of Ocean, his last word is Trash.  Residents need to recycle better.

     

    PUBLIC HEARING

     

    UPON MOTION of Ocean, seconded by Allenhurst, moved that the meeting be opened to the public.

     

    Mary Ellen Harvey, Loch Arbour, had questions, comments and concerns about in-ground pools.  Specifically, an in-ground pool that was recently approved in Loch Arbour that is in a flood prone area.  She also has concerns about the discharging of pool water into the lake.

     

                There being no further comments and UPON MOTION of Ocean, seconded by Loch Arbour, carried that the public hearing be closed.  There being no further business and UPON MOTION Ocean, seconded by Loch Arbour, carried that the meeting be finally adjourned at

    8:17 PM.
