MINUTES – REGULAR MEETING
MARCH 21, 2024
The Regular Meeting of the Deal Lake Commission was held in the Borough of Interlaken Municipal Building, 100 Grassmere Avenue and via teleconference using the Zoom Meeting Platform. The Commission Chairman called the meeting to order at 7:00 PM. After the Salute to the Flag, the Commission Clerk announced that the notice requirements of the Open Public Meetings Act C.231, P.L. 1975, were met by transmitting the notice to the Commission’s official newspaper on February 1, 2024, posting where required and filing a copy of the notice with the Commission Clerk. The Deal Lake Commission meeting will be audio and video taped and will be shown on APTV, Optimum 77 and throughout Monmouth County on FIOS 28.

UPON MOTION of Ocean, seconded by Interlaken, carried that the following Resolution be and the same is hereby adopted:
BE IT RESOLVED that the Minutes of the Regular Meeting of the Deal Lake Commission held on February 15, 2024 be and the same are hereby approved (Deal and Neptune do not vote).

OLD BUSINESS
- 319(H) Grant (2017) – Mr. Brockel reported that we are in the final phase. All reports and funding requests have been filed. We are waiting for reimbursement from the State.
- Shoreline Protection/Education – Mr. Brockel said there have been a of lot issues with homeowners and businesses regarding sediment control.
John Hopkins, Esq., an expert in the Clean Water Act, gave a brief explanation of the Clean Water Act and how and when you can pursue violators. He would need to review each site and review plans with the County.
Hunt Parry, Esq., Commission Attorney, said the local municipality should be pressed to pursue the violators, before the DLC spends more money.
- Goose/Carp Remediation – Mr. Brockel said the season will be starting soon. If anyone sees a nest along the lake, please contact the Deal Lake Commission on our website.
Josh Starner, City of Asbury Park Alternate Commissioner, explained why the geese shouldn’t be around the lake and the harm that they do. He went on to explain the egg addling process.

- Restoration of 4 lakes/ponds west of Wickapecko – No Update.
- New DEP Stormwater Management Grant – Mr. Brockel said one of the last things that we need to submit for the grant is insurance. We are in the process of getting the correct insurance.
- 2024 Weed Management Program – Mr. Brockel said Lake Science Management was awarded the contract last year and will treat the lake again for the same price. Since it is under the bid threshold so we do not need to go out to bid. The herbicide that was used last year was very successful and we will use that again this year.
Dr. Stephen Souza, Environmental Consultant for the DLC, gave a brief explanation of the process.
- Flume Permit – Mr. Brockel explained that we have a revised permit for 2024. We are now allowed to open it up in the summer. The number one rule is to protect the fish. The flume is not a flood control device.
- Jet Ski Usage – Mr. Brockel is urging the public to please report any comments and concerns to the DLC website under the comments section. He sent a letter last week to the Marine State Police that handles boat regulations to see what can be done to get enforceable regulations regarding the jet skis on the lake.
- Renewal of the 2025-2035 Agreement for the Reestablishment of a Joint Meeting known as the Deal Lake Commission – Jessie Joseph, Commission Clerk, will start preparing the letters and Agreement to be sent to the DLC municipalities.
NEW BUSINESS
- Oil Spill found west of the RR tracks by the Asbury Park Boar Ramp – Mr. Brockel gave a brief report on the major oil spill that took place on March 8th by the Asbury Park Boat Ramp. On Monday the HazMat team from Monmouth County came out and the spill was located on 5h & Memorial in Asbury Park by our MTD. The DEP has been involved and the clean-up work has already begun to remediate the problem.
Peter Avakian, Commission Engineer, suggested we let the DEP know that the MTD we had installed on Memorial Drive as part of our grant, functioned perfectly.
Mr. Brockel said it was great to see the immediate response and cooperation between all of the agencies involved.
- Mr. Brockel congratulated Jessie Joseph, Commission Clerk on her recent award from the Ocean Township Chamber of Commerce.

- Spring Clean-Up – Mr. Brockel reported that we had a great turn out. We had over 120 people come out.
- Chairman’s Chat with the 4th Graders from the Wanamassa School – Mr. Brockel said the 4th Graders from the Wanamassa School adopted Deal Lake this year under the Project Care Program. They came out to the clean-up and then on Monday he went to their school and he had an hour session with them in the auditorium about the watershed and the lake. They would like to make this a yearly event. The kids are also going to participate in the Lake Poster Contest for the National Lakes Group.
PUBLIC HEARING
UPON MOTION of Ocean, seconded by Allenhurst, moved that the meeting be opened to the public.
There being no further comments and UPON MOTION of Ocean, seconded by Asbury Park, carried that the public hearing be closed.
Mr. Brockel had a request from the Mayor of Asbury Park, for a status update on the recommendations that were proposed for stormwater management at the old Coke Plant located on the Asbury Park Circle. He asked if they were complying with them.
Mr. Avakian said one of the key issues on his planning report for the applicant was that the applicant not only comply with state and local stormwater management rules but must also comply with the Deal Lake Watershed Plan. He went over the key elements of the watershed plan. The developer will also remove all invasive plant species along the easterly portion of the site and new native species will be installed to further increase stormwater management.
There was a discussion on the project.
COMMISSIONER’S LAST WORD
Carolyn Roarty, Borough of Interlaken Commissioner, thanked all of the volunteers who came out for the clean-up. Special thanks to the volunteers from Lake Hopatcong that came down and helped. Also thanked the Interlaken DPW for doing a great job in keeping she storm drains cleaned-out.
Tony Mauro, Alternate Commissioner for the Borough of Allenhurst Commissioner, just wanted to say what great work the DLC is doing.
Mr. Brockel announced that the Osprey’s are back.
