The DLC was chartered in 1974 by the 7 shore line towns. Our mission is to provide leadership, guidance, and resources to preserve and restore Deal Lake and its tributaries as a healthy and stable ecosystem. In addition, control lake levels during heavy storms to the best of our ability with limited ocean tide controls.

    Deal Lake, its tributaries and watershed are regulated by Federal and State agencies. Check before you dig.

    Strict compliance with the NJDEP regulations apply to any land 50 feet adjacent to the Deal Lake shoreline as well as any land 50 feet adjacent to any stream that drains into Deal Lake.

    Property owners should contact the NJDEP before beginning any maintenance or any construction along the lake's shoreline.

    There can be consequences, including fines and time delays for proceeding with work, prior to securing the appropriate NJDEP permit(s).

    The Regular Meeting of the Deal Lake Commission was held in the Borough of Interlaken Municipal Building, 100 Grassmere Avenue, on June 20, 2013 and was called to order at 7:00 PM by Chairman Don Brockel. After the Flag salute, the Commission Clerk announced that the notice requirements of C.231, P.L. 1975, have been met by transmitting the notice of this Regular Meeting to the Commission’s official newspapers on February 5, 2013, posting the notice where required and filing a copy of the notice with the Commission Clerk.

    Resolution #1 – Resolution to approve the Minutes of the Regular Meeting, April 18, 2913 (Allenhurst, Deal and Neptune do not vote on this matter).

    OLD BUSINESS

    1. 319h Grant – grant is closed; final financial report has been completed;
      a. Final narrative anticipated from Dr. Souza; post on website with short intro by Dr. Souza by consensus;
      b. The informational signage that is to be installed at Colonial Terrace is available now and Dr. Souza will discuss the appropriate location with the golf club staff (including the use of tamper resistant bolts); Dr. Souza also brought a sample of the signage that is to be installed at the Boat Ramp.
      c. Rain Garden at the Asbury Park Boat ramp – landscaping work has been completed satisfactorily; after discussion and by consensus, the knotweed will be cut back by Asbury Park DPW staff and Dr. Souza will treat the area with appropriate herbicide.
    2. Monmouth County Shared Services/ Proposed Dredging Projects – Mr. Avakian advised again that the County is committed to the Wreck Pond dredging project this fall and does not have the resources available to commit to another project; Mr. Brockel advised that he will attempt to schedule a meeting through Ocean Township officials. Mr. Avakian will also check to see if the GP1 or GP13 permit will be required for the Fireman’s Pond project.
    3. Boom – Dr. Souza advised that the boom is available, but a suitable, accessible site is yet to be determined.
    4. FEMA/State waterways clean-up (DEP) – Status report – jurisdictional questions (NRCS or DEP/FEMA) has delayed clean-up at the Lake; Mr. Brockel reported that he has been in contact with the Senator Beck’s office and the Governor’s liaison, Toni Angelini for assistance and although the discussions have been positive, no progress has been made in actually getting the contract in to perform the necessary clean-up. The Interlaken representative suggested that going public with the State/FEMA failure to address this issue may be the solution of last resort at this time, since no appreciable progress has been made to date.
    5. Report “Catch and Don’t Release” the Carp contest sponsored by the Asbury Park Fishing Club held on April 21, 2013 – was held as scheduled and a fair amount of carp was removed from the lake.
    6. Gatehouse/Flume – the Commission had authorized Precise Construction to inspect and rehabilitate the actuators, which has been completed. Further inspection has revealed that additional masonry repairs to the structure are necessary, as are additional repairs to the sluice gate controls and anchor brackets. Mr. Avakian will provide the revised cope of work to the contractor for completion.
    7. Weed Treatment – Dr. Souza advised that he has inspected the usual areas and does not find the overgrowth of vegetation that has been noted in previous years. With the exception of treating for the knotweed at the Boat Ramp, no other treatments are planned pending further inspections as the season progresses.
    8. Weed harvesting – after discussion and by consensus, weed harvesting will not be performed this season.
    9. Status of Eagle Scout watershed sign project – Scout Brockel has sent letters to the various towns identifying the proposed locations and he is waiting for responses at this time before proceeding.

    NEW BUSINESS

    1. Mr Brockel Reported that TOSA has agreed to act as the secondary agency for opening the flume during the week, primary agency on the weekends. Training of personnel will take place within the month along with the exchange of appropriate information. The Commissioners thanked Don Brockel for initiating this agreement.
    2. Boom at Golf Course – Mr. Brockel noted that FODL support is needed at regular intervals, i.e, every three (3) months or sooner if necessary for debris removal; he will reach out to the Friends for follow-up.
    3. Report – the Commission had received a request from an individual seeking permission to operate a stand-up paddle training business on the Lake. The individual has been advised to contact the officials of the municipality from which he intends to launch these boards for their mercantile and insurance requirements.
    4. Mr. Brockel suggested that the Commissioners provide suggestions for each municipality on how to assist in keeping the Lake clean, such as storm drain cleaning on a regular schedule to prevent non-point source pollution.
    5. Neptune – Coca-Cola plant – Mr. Avakian reported that the Neptune Planning Board is aware that the Commission is an interested party in the on-going activities at the site, including soil disturbance and tree removal, and is concerned about possible negative impact on the Lake. Freehold Soil Conservation District personnel have been notified and there is a LSRP (Licensed Site Remediation Professional) on site as required by DEP rules and regulations.
    6. Outstanding assessments – The Clerk advised that assessment due reminders were sent in early June with the following responses: Neptune has paid, Ocean has issued a purchase order; she reported no response yet to second request: Asbury Park, Interlaken, Loch Arbour.
    7. Please provide updated contact information to the Clerk for distribution to Commission members only (address, preferred telephone contact number, updated e-mail addresses – please note that your address is voluntary);
    8. Website has been updated and includes excellent information including photos and video, that is interesting and information and useful to residents living along the Lake; updates are also available on Twitter. Chairman Brockel asked the Commissioners to request that their towns put our contact information in their upcoming newsletters.
    9. Mr. Avakian advised that he has received the revised versions of the FEMA flood elevation maps and there is a significant reduction in the size of the “V” Zones (areas of highest risk); in our area, most have been changed to Coastal “A” Zone.
    10. Dr. Souza Advised that the State stocked the lake two weeks ago with pike, walleye and bass.

    Brian Mullins, Ocean Township Alternative Representative to the Commission, asked Dr. Souza if the trees down in the lake now are beneficial or detrimental. Dr. Souza advised that a limited number of down trees provides a habitat for the fish, but the number of trees down due to Superstorm Sandy exceeds what is generally acceptable. He also noted that if the downed tree hinders navigation or circulation, the tree should be removed.

    There were no members of the public present. There being no further business, and UPON MOTION of Asbury Park, seconded by Loch Arbour, carried, that the meeting be finally adjourned at 8:45 PM.
