The DLC was chartered in 1974 by the 7 shore line towns. Our mission is to provide leadership, guidance, and resources to preserve and restore Deal Lake and its tributaries as a healthy and stable ecosystem. In addition, control lake levels during heavy storms to the best of our ability with limited ocean tide controls.

    Deal Lake, its tributaries and watershed are regulated by Federal and State agencies. Check before you dig.

    Strict compliance with the NJDEP regulations apply to any land 50 feet adjacent to the Deal Lake shoreline as well as any land 50 feet adjacent to any stream that drains into Deal Lake.

    Property owners should contact the NJDEP before beginning any maintenance or any construction along the lake's shoreline.

    There can be consequences, including fines and time delays for proceeding with work, prior to securing the appropriate NJDEP permit(s).

    The Regular Meeting of the Deal Lake Commission was held in the Borough of Interlaken Municipal Building, 100 Grassmere Avenue, and called to order at 7:00 PM by Chairman Don Brockel. After the Salute to the Flag, the Commission Clerk announced that the notice requirements of C.231, P.L.1975, were met by transmitting the notice to the Commission’s official newspapers on February 13, 2014, posting where required and filing a copy of the notice with the Commission Clerk.

    OLD BUSINESS

    1. NRCS/DEP – project appears stalled; unfortunately, the Deal Lake Commission has been excluded from the planning process; the Chairman and our Engineer to reach out to DEP representative Jeff Reading before funding is lost.
    2. Charter Renewal – all members have ratified the Charter and signed their individual agreements; the Clerk will be sending the “Master Document” for execution by the Mayors’ and Clerks’ of the respective towns;
    3. Beach Replenishment –Mr. Avakian noted that he will be attending a meeting in Deal on Friday where the applicable contracts may be available for review;
    4. 2014 Weed Treatment Program – Dr. Souza reported that the weed treatments were successful; however, the algae accumulations in Sunset Lake are a problem and treatment of the impacted areas should begin earlier in the year next year; he and Mr. Avakian will check to see if dredging is a viable option or if using the aquamog to remove organic material is a better alternative; vegetative material removed must be composted, so an identified disposal site is necessary. Mr. Avakian will contact the County Mosquito Commission to see if they are available to assist.

    Grant Writer Update – she is currently working on an hourly basis to identify sources of funds/grants that may be available to the Commission; a report is due by the October 16 meeting.

    2. Fall Clean-Up will take place in conjunction with the 29th International Coastal Cleanup on September 20th; volunteers should meet at the Asbury Park Boat Ramp at 9:00 AM. A second clean-up will be held with Monmouth University students on October 25, 2014.
    3. Insurance Renewal – 9/21/2014 through 9/21/2015
      The Clerk reported that the Commission was notified in August that its previous policy would not be renewed; I requested that Conner Strong, the agency that we have worked with for several years, obtain quotes for a new policy. Requests for proposals were sent to six insurance companies (summary is attached); none are competitive except for Darwin who has submitted a proposal that is competitive in terms and price with the expiring AIG policy with lower retentions. Documents are attached from both AIG and Darwin; based on my conversations with staff at Conner Strong, I recommend accepting Darwin’s proposal at $2,834 + 0.9% New Jersey PLIGA surcharge (approximately $26.00), total $2,860.00
      Resolution #4: UPON MOTION of Ocean, seconded by Asbury Park, carried, that the following Resolution be and the same is hereby adopted:
      Accept proposal of Darwin National Insurance Co. to provide Public Officials and Employment Practices Liability Coverage to the Commission at the annual premium of $2,834 + $26 NJ PLIGA surcharge, total of $2,860.00 for the period 9/21/2014 through 9/21/2015.

    4. Resolution #5: Accept resignation of Commission Clerk, effective ___, 2014
      By consensus, this matter was tabled pending further discussions with a qualified candidate who has been identified; also discussed was retaining the current Clerk/CFO as the Commission’s CFO.
    5. Alternate members – there was a brief discussion on the appointment of alternates members for each member.

    There were no members of the public present at the meeting, and UPON MOTION of Asbury Park, seconded by Ocean, carried, that the meeting be finally adjourned at 8:15 PM.
