The DLC was chartered in 1974 by the 7 shore line towns. Our mission is to provide leadership, guidance, and resources to preserve and restore Deal Lake and its tributaries as a healthy and stable ecosystem. In addition, control lake levels during heavy storms to the best of our ability with limited ocean tide controls.

    Deal Lake, its tributaries and watershed are regulated by Federal and State agencies. Check before you dig.

    Strict compliance with the NJDEP regulations apply to any land 50 feet adjacent to the Deal Lake shoreline as well as any land 50 feet adjacent to any stream that drains into Deal Lake.

    Property owners should contact the NJDEP before beginning any maintenance or any construction along the lake's shoreline.

    There can be consequences, including fines and time delays for proceeding with work, prior to securing the appropriate NJDEP permit(s).

    Resolution #26-028 – Award of Bid to Furnish and Deliver Manufactured Treatment

                                        Devices for the Deal Lake Commission Water Quality Improvements

    Grant to Precise Construction, Inc. at a cost not to exceed $603,460.00

                WHEREAS, the Deal Lake Commission authorized the receipt of bids for the Deal Lake Commission Water Quality Improvements Grant in the Deal Lake Watershed on July 24, 2025; and

     

    WHEREAS, the Commission Clerk did duly advertise Receipt of Bids in the Coaster on August 28. 2026, scheduling a bid opening on September 16, 2025; and

     

    WHEREAS, Precise Construction, Inc., Freehold, NJ was awarded the bid for the Deal Lake Commission Water Quality Improvements Grant in the Deal Lake Watershed by way of Resolution #25-046 dated September 18, 2025 at a cost not to exceed $493,270.00, subject to review and approval by NJDEP; and

     

    WHEREAS, after review of the bid by NJDEP, it was determined that the Manufactured Treatment Devices that were proposed were not on the list of acceptable devices by the NDEP; and

     

     

    AGENDA – SPECIAL MEETING

    APRIL 27, 2026

     

    WHEREAS, on the recommendation of the Deal Lake Commission Engineer and Chairman, the Deal Lake Commission rejected the bids due to the reason noted above and re-

    authorized the receipt of bids of the Deal Lake Commission Water Quality Improvements Grant in the Deal Lake Watershed by way of Resolution #26-019 dated January 15, 2026; and

     

    WHEREAS, the Commission Engineer did duly advertise to receive bids to Furnish and Deliver Manufactured Treatment Devices for the Deal Lake Commission Water Quality Improvements Grant in the Deal Lake Watershed on the Deal Lake Commission’s official website on April 13, 2026, scheduling a bid opening on April 24, 2026; and

     

    WHEREAS, in connection herewith two (2) prospective bidders picked up the bid documents: Precise Construction, Inc. Freehold, NJ and Burke Contracting, LLC, Ocean; and

     

    WHEREAS, one (1) bid proposal was received from Precise Construction, Inc., Freehold, NJ on April 24, 2026 in the amount of $700,446.00 as follows:

     

    1. Furnish and deliver three (3) Hydrodynamic Treatment Devices at a cost of

    $136,496.00 per device for a total amount of $409,488.00

    1. Furnish and deliver three (3) Tree Well Bioretention Systems at a cost of

    $96,986.00 per system for a total amount of $290,958.00

     

    WHEREAS, the Commission Engineer has recommended that a contract to Furnish and Deliver Manufactured Treatment Devices for the Deal Lake Commission Water Quality Improvements Grant in the Deal Lake Water be awarded to Precise Construction, Inc., Freehold, NJ for the three (3) Hydrodynamic Treatment Devices at of cost $136,496.00 per device for a total amount of $409,488.00 and two (2) Tree Well Bioretention Systems at a cost of $96,986.00 per system for a total amount of $290,958.00, for a total cost not to exceed $603,460.00, subject to the review and approval by NJDEP; and

     

    NOW, THEREFORE, BE IT RESOLVED by the Deal Lake Commission that it does hereby award a contract to Precise Construction, Inc., Freehold, NJ to Furnish and Deliver Manufactured Treatment Devices for the Deal Lake Commission Water Quality Improvements Grant in the Deal Lake Watershed, for a total cost not to exceed $603,460.00, subject to the review and approval by NJDEP; and

     

    BE IT FURTHER RESOLVED that a certified copy of this Resolution shall be forwarded to the following:

     

    1. Precise Construction, Inc.
    2. NJDEP
    3. Peter R. Avakian, P.E., Deal Lake Commission Engineer
